HomeMy WebLinkAboutFIRE & POLICE COMMISSION - 01/23/1995 - MINUTES OF THE REGULAR MEETING OF THE BOARD OF FIRE AND POLICE COMMISSIONERS OF THE VILLAGE OF ELK GROVE VILLAGE HELD ON January 23, 1995 Chairman Gayle B. Bantner called the meeting to order at 8:00 p.m. in the Charles J. Zettek Municipal Building, 901 Wellington Avenue, Elk Grove Village, and noted for the record that the following were present: Alan J. Shapiro, DDS, Gayle Bantner and Ted E. Thompson. It was moved by Dr. Shapiro and seconded by Ted E. Thompson that the minutes of November 28, 1994 be approved as submitted and that the Board dispense with the reading thereof. The motion was voted upon by acclamation; whereupon the Chairman declared the motion carried. PRESENTATION AND APPROVAL OF INVOICES Theodore Polygraph Service $ 60.00 Police Applicant - David Struwing Peter A. Felice 320.00 Retainer for October & November 1995 $160.00 ea. W J Saunders 4.86 Office Supplies-Commission Card Cleaners Police Consultants 2, 050.00 Group Testing Police Sgts Exam $1,950 Administration fee 100 Police Consultants 2,016.00 MIA Reports for Firefighter 112 at $18.00 ea. Dr. Charles Boyajian 830.00 Medical Exam for two Police Applicants David Struwing & Michael Garrison $415 ea. Peter Felice 320.00 Retainer for December 1994/January 1995 at $160 ea. Theodore Polygraph Service 120.00 Polygraphs for Firefighter applicants Douglas Brammer & Raymond Thomas at $60 ea. Total of Bills $5,720.86 It was moved by Dr. Shapiro and seconded by Ted Thompson that the Board authorize the disbursement of funds for payment. The motion was voted upon by acclamation; whereupon the Chairman declared the motion carried. Fire and Police t nission Minutes January 23, 1995 Page 2 NEW BUSINESS The Commissioners convened for Executive session to hold One Year Probationary Interview with Firefighter William A. Knipp. Firefighter Knipp has been granted permanent status with the Elk Grove Fire Department effective January 31, 1995. The regular meeting continued. CORRESPONDENCE A letter from Fire Chief James D. MacArthur to Firefighter Randall L. Scott recognizing his letter to the Fire and Police commission informing the Commissioners of his retirement from the Elk Grove Fire Department effective January 20, 1995. Also thanking him for his many years of service. A Notice of Suspension issued on December 5, 1994, by the Chief of Police to an Officer for one day for failure to be prompt for duty assignment, including roll call and court appearance. A Notice of Suspension issued on December 12, 1994, by the chief of Police to an Officer for five days for disobedience of an order, written or oral, making a false report, written or oral and failure to operate village vehicles in a safe and prudent manner, or to obey related traffic laws. A Notice of Suspension issued on December 14, 1994, by the Chief of Police to an Officer for one day for failure to operate village vehicles in a safe and prudent manner, or to obey related traffic laws. A Written Reprimand issued on December 15, 1994, by the Chief of Police to an Officer for failure to appear in court when scheduled or required. A letter from a Firefighter applicant who took the Villages Multiple Orals and did not pass is requesting information on his strengths and weaknesses so that he may pursue his career in the field as a firefighter. A letter from a Hinsdale attorney asking for consideration to represent the Fire and Police Commission as their attorney. A letter from a Firefighter applicant, who took the Multiple Orals and did not pass is requesting a list of the standard requirements for the examination. A copy of a memo sent to Deputy Chief Gregory T. Riddle from chief MacArthur acknowledging the letter from Deputy Chief Riddle of his request to be decertified as a Paramedic. Fire and Police .omission Minutes January 23, 1995 Page 3 A memo from Fire Chief MacArthur to the Fire and Police Commissioners on the hiring of new probationary firefighters, the dates for them to be hired, March 13, 1995 and the dates of the Academy in ., Arlington Heights starts March 20, 1995. A memo from Fire Chief MacArthur informing the Commissioners of the reinstatement of David E. Spung to the rank of Firefighter. Mr. Spung has been released from his disability status by the Fire Pension Board to return to duty. A copy of a letter sent to President Gallitano from a Firefighter applicant who fail to pass the Elk Grove Multiple Oral interviews. A copy Of a letter sent to Mr. John Peckos from President Gallitano in response to his letter of January 9, 1995. Dr. Shapiro wanted to comment about the two letters received from the firefighter applicants requesting information on their failures. He felt that the letters should be handled as in the past to disregard. All agreed. OLD BUSINESS Under Pending PENDING The dates for the Multiple Oral Interviews for the Police Sergeant has been set for February 2, 1995. All 39 applicants will be interviewed starting at 1 p.m. to 9 p.m. Wednesday, February 8, 1995, has been set for oral interviews with two Firefighter applicants starting at 8 P.m. Next meeting is scheduled for February 27, 1995, at the Charles J. Zettek Municipal Building, 901 wellington Avenue at 8:00 p.m. Adjournment It was moved by Dr. Shapiro and seconded by Ted E. Thompson that the meeting be adjourned. The motion was voted upon by acclamation; whereupon the Chairman declared the motion carried and the meeting adjourned at 9:45 p.m. Respectfully submitted, Alan J.
