HomeMy WebLinkAboutFIRE & POLICE COMMISSION - 02/27/1995 - / MINUTES OF THE REGULAR MEETING OF THE BOARD OF FIRE AND POLICE COMMISSIONERS MAR 2 8OF THE VILLAGE OF ELK GROVE VILLAGE 1995 HELD ON February 27, 1995 Aft Chairman Gayle B. Bantner called the meeting to order at 8: 00 p.m. in the Charles J. Zettek Municipal Building, 901 Wellington Avenue, Elk Grove Village, and noted for the record that the following were present: Alan J. Shapiro, DDS, Gayle Bantner and Ted E. Thompson. It was moved by Dr. Shapiro and seconded by Ted E. Thompson that the minutes Of January 23, 1995 and Special Minutes of February 2 and February 8, 1995 be approved as submitted and that the Board dispense with the reading thereof. The motion was voted upon by acclamation; whereupon the Chairman declared the motion carried. PRESENTATION AND APPROVAL OF INVOICES Police Consultants, Inc. $ 702.00 for MIA Reports Police Sgts February 2, 1995 - 39 at $18.00 Theodore Polygraph Service 60.00 F/F Candidate Lance Harris Dr. Charles Boyajian 415.00 Firefighter Recruit Physical Douglas Brammer Total of Bills $1,177.00 It was moved by Dr. Shapiro and seconded by Ted Thompson that the Board authorize the disbursement of funds for payment. The motion was Voted upon by acclamation; whereupon the Chairman declared the motion carried. NEW BUSINESS 1• Legislative Bulletin - HB 2279 Creates the Police and Fire Department Promotion Act. Provides that promotions in municipal police and fire departments and fire protection district fire departments shall be based upon a pass/fail examination, seniority within the department, and veteran's preference. Requires promotion of the person at the top of the promotion list. Pre-empts home rule. Contains other Provisions. Effective immediately. The Commissioners are oppose to this bill, there are no grades to compile a list from. The Commissioners are forwarding the Bill to their attorney Peter Felice to write letters to the sponsors of the Bill voicing their opposition of the Bill. Fire and Police mission Minutes February 27, 1995 Page 2 2. Survey from NWMC requesting information on our application fees. The survey was completed by Chairman Bantner with instructions to fax information back to NWMC. 3. A memo from the 40th Anniversary Committee having a contest on the theme for the 40th Anniversary. The Fire and Police Commission entered "The Village of Integrity & Vision". 4. Copy of the revised Illinois Fire & Police Commissioners Manual was received and will be placed in the appropriate location of present manual. 5. Memo from the Chief of Police reference Sergeants Orals scheduled for Officer Malinowski. Officer Malinowski will be away on Military Service duties at the time of his scheduled oral. The Commissioners discussed and agreed to reschedule Officer Malinowski for March 20th after his return. Dr. Shapiro motion and Ted Thompson second, motion passed. The Commissioners convened for Executive Session to hold an interview with Firefighter Candidate Lance Harris. The Commissioners found Mr. Harris to be a very good candidate and offer him the job as Firefighter to the Elk Grove Fire Department pending passing of medical exam. The regular meeting continued. CORRESPONDENCE The Police Chief issued five(5) Notice of Suspensions to five(5) different Police Officers. Those suspensions are as follows: Notice of Suspension issued on January 24, 1995 to Officer for one(1) day for disrespect to or willful maltreatment of any person. Notice of Suspension issued on February 3, 1995 to Officer for one(1) day for failure to be prompt for duty assignment, including roll call and court appearance. Notice of Suspension issued on February 10, 1995 to Officer for One(1) day for making a false report, written Or Oral. Notice of Suspension issued on February 10, 1995 to Officer for two(2) days for making a false report, written or oral. Notice of Suspension issued on February 14, 1995 to Officer for one(1) day for failure to be prompt for duty assignment, including roll call and court appearance. Fire and Police ' mission Minutes February 27, 1995 Page 3 The Police Chief issued four (4) Written Reprimands to four(4) different Police Officers. Those Written Reprimands are as follows: Written Reprimand issued on January 23, 1995 to Officer for failure to be prompt for duty assignment including roll call and court. Written Reprimand issued on January 23, 1995 to Officer for disobedience of an order, written or oral and inattention to duty. written Reprimand issued on February 10, 1995 to Officer for failure to operate Village vehicles in a safe and prudent manner or to obey related traffic laws. Written Reprimand issued on February 16, 1995 to Officer for failure to appear in court when required or scheduled. OLD BUSINESS The first interviews for Sergeants single orals are scheduled for March 9 at 1:00 p.m. Next meeting is scheduled for March 20, 1995, at the Charles J. Zettek Municipal Building, 901 Wellington Avenue at 8:00 p.m. Adjournment It was moved by Dr. Shapiro and seconded by Ted E. Thompson that the meeting be adjourned.
