HomeMy WebLinkAboutFIRE & POLICE COMMISSION - 11/27/1995 - MINUTES OF THE REGULAR MEETING THE BOARD OF FIRE AND POLICE COMMISSIONERS OF THE VILLAGE OF ELK GROVE VILLAGE HELD ON November 27, 1995 Chairman Gayle B. Bantner called the meeting to order at 8:00 p.m. in the Charles J. Zettek Municipal Building, 901 wellington Avenue, Elk Grove village, and noted for the record that the following were present: Alan J. Shapiro, DDS, Gayle B. Bantner and Ted E. Thompson. It was moved by Ted Thompson and seconded by Dr. Shapiro that the minutes of October 23, 1995 be approved pending the receipt of the transcript for the public hearing on October 23, 1995 and that the Board dispense with the reading thereof. The motion was voted upon by acclamation; whereupon the Chairman declared the motion carried. PRESENTATION AND APPROVAL OF INVOICES Federal Express $ 15.50 Material for Peter Felice, Attorney Theodore Polygraph Service 60.00 David Klingsporn - Police Applicant Peter Felice 1, 125.00 Public Hearing Officer Hayes Deposition of Gayle Bantner 11/6 9 hours at $125. 00 Illinois Professional Firefighters Association 40.00 1996 Dues for Chairman Bantner Peter Felice 320.00 Retainer for October & November $160.00 ea. M & M Reporting 114.00 For Public Hearing on October 23, 1995 Holding pending receipt of Transcript. Total of Bills $1,674.50 It was moved by Dr. Shapiro and seconded by Ted Thompson that the Board authorize the disbursement of funds for payment, except M & M Reporting, holding until receipt of transcript. The motion was voted upon by acclamation; whereupon the Chairman declared the motion carried. EXECUTIVE SESSION Commissioners convened for an Executive Session to interview two(2) one year probationary Police Officers Michael J. Garrsion and David M. Struwing, which were appointed to permanent status to the Police Department. Three(3) six months probationary Firefighters Patrick J. McManus, Bradley J. Menas and William B. Elliott will continue in their probationary status. The Commissioners held a second oral interview with Police Applicant David Klingsporn and he was offered the position as Police Officer with the Elk Grove Police Department pending his medical exam. The Commissioners then met with Deputy Chiefs Steve Schmidt and Larry Hammar to discuss police matters. The regular meeting was reconvened. NEW BUSINESS Date and times for orals with the next two(2) Firefighter candidates was set for next regular meeting, January 22, 1996, beginning at 8:30 p.m. and 9:00 p.m. CORRESPONDENCE 1. Received from Managers ' Office copy of the the Village Ordinance amending position classification adopted on October 24, 1995, to increase the Police Department by one. 2. Two(2) Written Reprimands issued by the Chief of Police to an Officer, on October 25, 1995 for incompetency or inefficiency in the performance of duty and the second one on October 27, 1995 for failure to appear in court when required or scheduled. 3. One written Reprimand issued by the Chief of Police to an Officer on November 20, 1995 for failure to operate Village vehicle in a safe, and prudent manner, or to obey related traffic laws. 4. Copy of a letter sent by Peter Felice to Mr. William W. Kurnik, attorney from Kurnik, Cipolla and Barasha, Ltd. , reference William Cefalu and Tyrone Cefalu v. village of Elk Grove Village, et al. advising that Mr. Felice will be present with Chairman Bantner for Chairman Bantners' deposition concerning Officer Perkins. 5. Copy of a letter sent by Peter Felice to Mr. William W. Kurnik, attorney from Kurnik, Cipolla and Barasha, Ltds. , reference copies of Rules and Regulations of the Elk Grove village Police Commission, adopted 1985 and 1992. OLD BUSINESS None PENDING None Next meeting is scheduled January 22, 1996, at the Charles J. 2ettek Municipal Building, 901 wellington Avenue at 7:00 p.m. ADJOURNMENT It was moved by Dr. Shapiro and seconded by Ted Thompson that the meeting be adjourned.
