Shapiro called the meeting to Order at 7:30 p.m. in the Charles J. zettek Municipal Building, 901 wellington Avenue, Elk Grove village, and noted for the record that the following were present: Alan J. Shapiro, DDS and Ted E. Thompson. The Commissioners held a hearing to receive Police Officer Patrick Hayes resignation from the Elk Grove Police Department. (See attached minutes prepared by Attorney Peter Felice. ) It was moved by Ted Thompson and seconded by Dr. Shapiro that the minutes of July 11, 1996 and special meeting minutes for August 14, 1996 be approved as submitted and that the Board dispense with the reading thereof. The motion was voted upon by acclamation; whereupon the Acting Chairman declared the motion carried. EXECUTIVE SESSION The Fire and Police Commissioners convened to an executive session for two(2) Six Month Probationary Reviews. Two(2) Firefighters George W. Burger and Matthew H. Reidy. Two(2) One Year Probationary Reviews. One (1) Police Officer Russell J. Sullivan and One(1) Firefighter Daniel E. Schneider. Both the One Year Probationary employees status was changed to Permanent Police Officer and Firefighter with the village of Elk Grove. The regular meeting was reconvened PRESENTATION AND APPROVAL OF INVOICES Theodore Polygraph Service $ 210. 00 For Firefighter Applicants Brian Johnson Richard Cassady Marc Skowronski at $70 ea. Federal Express Letters for Firefighter Applicants Brian Johnson $15.50 Richard Cassady $25.50 Marc Skowronski $15.50 56.50 Total of Bills $ 266.50 It was moved by Ted Thompson and seconded by Dr. Shapiro that the Board authorize the disbursement of funds for payment. The motion was voted upon by acclamation; whereupon the Acting Chairman declared the motion carried. NEW BUSINESS Discussed Brian Johnson's declining offer to continue the process of becoming a Firefighter. Letter was requested of Mr. Johnson on his declining decision. CORRESPONDENCE 1. Written Reprimand issued On August 6, 1996, by the Chief Of Police to an officer for failure to obey Department orders concerning other employment, occupation or profession. 2. Letter from Douglas L. Campbell addressed to Fire Chief MacArthur asking for a Part-Time or Paid -on-Call shift position with the Fire Department, the Chief forwarded the letter to the Commissioners and the Commissioners ask that it be return to the Fire Chief for his response since the Commissioners do not handle that type of hiring/testing. 3. Fax from Attorney Peter Felice on information that he had received from Attorney George Knickerbocker reference the disability of Robert Arnold. Discussion took place, waiting for more information. 4. The Village Manager received a letter from Kali Pawlik, Firefighter applicant, a complaint on how she was treated at her oral interview, which the Manager forwarded to Fire & Police Commissioners. Commissioners ask that the letter be faxed to Attorney Peter Felice for further review. 5. Newspaper article published in the Daily Herald reference police officers arrest ends Elk Grove police Officer's dream career. 6. The Size Up summer 1996 publication of the Illinois Professional Firefighters Association. OLD BUSINESS None PENDING Firefighter orientation scheduled for September 11, 1996 at the Elk Grove High School. Next meeting is scheduled September 23, 1996 at the Charles J. Zettek Municipal Building, 901 Wellington Avenue at 8:00 p.m. ADJOURNMENT It was moved by Ted Thompson and seconded by Dr. Shapiro that the meeting be adjourned. The motion was voted upon by acclamation; whereupon the Acting Chairman declared the motion carried and the meeting adjourned at 10: 00 p.m. Respectfully submitted, Alan J. hapiro, DDS Secreta y el CC: village Clerk BOARD OF FIRE& POLICE COMMISSIONERS VILLAGE OF ELK GROVE VILLAGE, ILLINOIS MINUTES OF THE REGULAR MEETING OF THE BOARD OF FIRE & POLICE COMMISSIONERS OF ELK GROVE VILLAGE The regular meeting of the Board of Fire and Police was convened on August 21, 1996. Present were Commissioners Alan Shapiro and Ted Thompson. Commissioner Gayne Bantner was not present. Officer Patrick Hayes personally submitted his formal written resignation to the Board, effective as of 8/21/96. The Board having received the resignation, hereby orders that said resignation is accepted. On motion duly passed,there being no further business before the Board, the meeting was adjourned. Alan J. Sb4piro, DDS, Secretary BOARD OF FIRE & POLICE COMMISSIONERS VILLAGE OF ELK GROVE VILLAGE, ILLINOIS IN THE MATTER OF THE APPEAL OF THE SUSPENSION OF PATRICK HAYES, A POLICE OFFICER OF THE POLICE DEPARTMENT OF THE VILLAGE OF ELK GROVE VILLAGE, ILLINOIS MINUTES OF THE CONTINUED HEARING HELD AUGUST 21, 1996 BY THE BOARD OF FIRE & POLICE COMMISSIONERS OF ELK GROVE VILLAGE The hearing was convened before Commissioners Alan Shapiro and Ted Thompsen. Commissioner Gayle Bantner was not in attendance. Those present were Peter A. Felice , attorney for the Board of Fire & Police Commissioners, George Knickerbocker, attorney for the Chief of Police, Fred Engelbrecht, and Joseph Mazzone, attorney for Patrick Hayes. A motion was made by Attorney George Knickerbocker to withdraw the charges filed against Patrick Hayes. There being no objection to said motion to withdraw, the motion was seconded and the motion to withdraw the charges against Patrick Hayes shall be allowed. ' There being no further business before the Board of Fire and Police Commissioners of the Village of Elk Grove Village, the Board dismissed the charges against Patrick Hayes, and the hearing was adjourned.
