MINUTES OF THE REGULAR MEETING R
THE BOARD OF FIRE AND POLICE COMMISSIONERS
OF THE VILLAGE OF ELK GROVE VILLAGE
HELD ON AUGUST 26, 1997
Chairman Bantner called the meeting to order at 8:00 p.m. in the Charles J. Zettek
Municipal Building, 901 Wellington Avenue, Elk Grove Village, and noted for the record
that the following were present: Chairman Gayle B. Bantner, Alan J. Shapiro, H. Robert
Goldsmith and Peter Felice, Fire and Police Commission Attorney.
It was moved by Bob Goldsmith and seconded by Dr. Shapiro that the minutes of
July 22, 1997 be approved as submitted and that the Board dispense with the reading
thereof. The motion was voted upon by acclamation; whereupon the Chairman declared
the motion carried.
PRESENTATION AND APPROVAL OF INVOICES

It was moved by Bob Goldsmith and seconded by Dr. Shapiro that the Board
authorize the disbursement of funds for payment. The motion was voted upon by
acclamation; whereupon the Chairman declared the motion tamed.
CORRESPONDENCE
1. A Notice of Suspension was issued on August 6, 1997 by the Chief of Police to an
officer for two(2)days for failure to perform a duty, disobedience of an order, -
written or oral and inattention to duty.
2. Letter from Trans Union to the Police Department was forward by Deputy Chief
Hammar on credit information being obtained for record checks on credit.
3. The summer issue of The Size Up published by the Illinois professional Firefighters
Association.
4. A memo from the Illinois Fire&Police Commissioners Association reference
Background Investigations: Credit Reports.
Dr. Shapiro motion to moved to Executive Session, Bob Goldsmith seconded the
motion to meet with Deputy Police Chiefs Steve SchmAt and Larry Hammar to discuss
education and extended probation. The Executive Session continued to interview three(3)
One Year Probationary Firefighters.
The Board Attorney, Peter A. Felice further advised the probationary firefighters
that their Union Stewart requested that the Board terminate their probationary status in that
the requirement of passing the Haz Mat Test was not required in either the Rules and
Regulations or the firefighter labor contract with the Village.
Peter A Felice then admonished firefighters Marc Skowronski, Kevin Nejedlo and
Belinda Sindelar that as a condition of their continued employment with the Elk Grove
Village Fire Department that they must pass the Haz Mat Test; that in the event they do not
pass that test a complaint could be filed to remove them from the Fire Department for cause
as not being certified. All of the probationary firefighters above named responded that they
understood the admonishment and understand the possible consequences of their inability
to get certified.
The probationary firefighters were also advised that the Board could summarily
discharge them for failure to fully comply with the certification as required by the Fire
Chief but that it was obvious that he is satisfied with their performance and that their
probationary status could be terminated. Furthermore, they were advised that if they did
not pass the Haz Mat Certification the Fire Chief could file charges with this Board to
remove them. The above named probationary firefighters acknowledged the above with
the following inquiries.
Firefighter Belinda Sindelar inquired as to who would file a complaint if one were
to be filed. It was explained to her that the Board does not file any complaints and that
normally it is done so as the request of the Fire Chief.
Peter A. Felice again explained that by reason of the probationary firefighters not
passing the Haz Mat certification they could be summarily removed in light of the fact that
this was a requirement on the fact sheet tendered all probationary firefighters at the time of
their initial hiring. He further emphasized that the Board did not wish to take such drastic
action and that it was the belief of the Fire Chief and the Board that they would pass this
certification in the near future.
Firefighter Kevin Nejedlo inquired as to the weight of the certifications to which
Peter A. Felice could not respond but deferred them to the Fire Chief.
It was also discussed that the testing process must be inadequate in light of the fact
that all of the participants failed the test. It was noted that the testing was taken by two of
the probationary firefighters at two different locations.
Mr. Felice advise them to keep their notes and records. Mr. Felice is going to
assume, so does this Board you will pass sometime.
Commissioner Goldsmith moved and Dr. Shapiro seconded the motion to
reconvene their regular meeting
The Board requested the probationary firefighters to leave the room. There was
discussion then the Board called them back into the room and informed Firefighters Marc
Skowronski, Kevin Nejedlo and Belinda Sindelar they have been granted the status of
permanent Firefighters.

The times for the Fire Lieutenants Multiple Orals and Individual Orals have been
set for September and October, Multiple Orals on September 30, starting at 2 p.m. and the
Individual Orals will be on October 7th, 14th and 28th starting at 2 p.m. and 7 p.m.
Next meeting is scheduled for Tuesday, September 30, 1997 at 8 p.m. with
Multiple Orals starting at 2 p.m.
ADJOURNMENT
It was moved by Dr. Shapiro and seconded by Bob Goldsmith that the meeting be
adjourned. The motion was voted upon by acclamation; whereupon the Chairman declared
the motion carried and the meeting adjourned at 10:30 p.m.
