MINUTES OF THE REGULAR MEETING
u OF THE BOARD OF FIRE AND POLICE COMMISSIONERS
OF THE VILLAGE OF ELK GROVE VILLAGE
HELD ON JULY 18, 2000
Chairman Bantner called the meeting to order at 3:00 p.m. in the Charles J. Zettek
Building, 901 Wellington Avenue, Elk Grove Village and noted for the record that the
following were present: Chairman Gayle B. Bantner, Dr. Alan J. Shapiro, Secretary and
Robert Goldsmith, Commissioner.
It was moved by Secretary Shapiro and seconded by Commissioner Goldsmith that the
minutes of the June 20, 2000 meeting be approved as submitted and that the Board
dispense with the reading thereof The motion was moved upon by acclamation
whereupon Chairman Bantner declared the motion carried.
EXECUTIVE SESSION
1. Conducted Multiple Group oral interviews for the position of Police Officer;
meeting was adjourned for dinner at 6:00 p.m. and reconvened at 7:00 p.m.;
2. Discussed scheduling of police officer hiring process;
3. Discussed scheduling of firefighter hiring process.
4. Conducted police officer one-year probationary review.
5. Discussed firefighter probationary period and applicable Fire Department
Union Rules noting that Fire Chief and Union determine when a firefighter
completes the probationary period. Whereas, The Board of Fire & Police
Commissioners no longer determines when a firefighter goes off probation, it
was resolved that we will no longer schedule one-year firefighter probationary
reviews before the Board of Fire&Police Commissioners.
PRESENTATION AND APPROVAL OF INVOICES
The following invoices were presented for payment:
I. Peter A. Felice &Associates- $320.00—Retainer,fee,for the months of
June and July 2000.
2. Theodore Polygraph Service -$80.00 for firefighter candidate
polygraph;
3. Theodore Polygraph Service - $80.00 for firefighter candidate
polygraph;
4. Boise Cascade Office Products-$51.00 for office supplies;
5. Copley News— $789.29 for Police Officer Advertising.
It was moved by Dr. Shapiro and seconded by Bob Goldsmith that the Board authorizes
the disbursement of funds for payment. The motion was voted upon by acclamation
whereupon the Chairman declared the motion carried.

1. Elk Grove Police Department Publication, "The Beat Goes On", July 2000
edition.
2. Copy of memo sent to Chief MacArthur regarding access to FIP Commission
Offices;
3. Copy of response from Chief MacArthur regarding access to FIP Commission
Offices;
1. Copy of memo sent to Chief MacArthur requesting that personnel bulletin
board in FIP Commission offices be updated.
5. Copies of retirement congratulations letters sent to Deputy Fire Chief Riddle
and Fire Lieutenant Thomas Morony.
6. Copy of memo from Chief MacArthur to Douglas Goostree, appointing him to
the position of Deputy Fire Chief effective 6130/00.
7. Copy of memo reprimanding Police Officerfor violating Section IV Rules of
Conduct—Rule 49;failure to be present for Misdemeanor Court.

NEW BUSINESS
ADJOURNMENT
It was moved by Chairman Bantner and seconded by Robert Goldsmith that the meeting
be adjourned. The motion was voted upon by acclamation whereupon Chairman Bantner
declared the motion carried and the meeting adjourned at 10:30 p.m.

AUGUST 1, 2000
In attendance: Gayle B. Bantner, Chairman
Alan J. Shapiro, Secretary
H. Robert Goldsmith, Commissioner
The purpose of this meeting was to conduct individual oral interviews for those
Firefighter candidates that are next in line on the eligibility list as follows:
Eric Mau
Jeff Hackman
Matthew Bielawa
The meeting was adjourned at 10:00 p.m.
