MINUTES OF THE REGULAR MEETING
OF THE BOARD OF FIRE AND POLICE COMMISSIONERS
OF THE VILLAGE OF ELK GROVE VILLAGE
HELD ON DECEMBER 19, 2000
Chairman Bantner called the meeting to order at 7:30 p.m. in the Charles J. Zettek
Building, 901 Wellington Avenue, Elk Grove Village and noted for the record that the
following were present: Chairman Gayle B. Bantner, Dr. Alan J. Shapiro, Secretary and
Robert Goldsmith, Commissioner.
It was moved by Secretary Shapiro and seconded by Commissioner Goldsmith that the
minutes of the November 21, 2000 meeting be approved as submitted and that the Board
dispense with the reading thereof. The motion was moved upon by acclamation
whereupon Chairman Bantner declared the motion carried.
PRESENTATION AND APPROVAL OF INVOICES
The following invoices were presented for payment:
1. Peter A. Felice &Associates, Invoice 548 dated 11127100 in the amount of
$160.00—Retainer fee for November 2000.
2. Theodore Polygraph Service, Inc. —Invoice 12782 dated 11130100 in the
amount of$80.00—Polygraph test for firefighter candidate.
It was moved by Dr. Shapiro and seconded by Bob Goldsmith that the Board authorize
the disbursement of funds for payment. The motion was voted upon by acclamation
whereupon the Chairman declared the motion carried.
EXECUTIVE SESSION
1. Discussed scheduling of Fire Lieutenants examination. Secretary was
instructed to make arrangements for examination on March 20, 2001, obtain
study list information from Police Consultants, and initiate paperwork to
obtain legal notice waiver from eligible candidates.
2. Discussed "E" mail capability and internet access for FIP Commissioner's
secretary. Commissioners approved e-mail capability and authorized request
to Village Managerfor internet access which will be utilized for
recruiting/advertising purposes for firefighter and police openings.
3. Discussed budget revisions for fiscal year 2000-2001, and year 2001-2002.
Revise to include three anticipated police officer exams during 2001/02.
Budget should also include computer upgrade for secretary to access internet.
4. Discussed advertisement for police officer openings/examination. Ads to be
revised as discussed.
5. Conducted individual oral interview offirefighisr candidate.

1. Copy of Police Department Publication, The Beat Goes On, December 2000
edition attached.
2. Copy of Written Reprimand issued to police off cer for violating Section IV
Rules of Conduct, Rule 02 (Action bringing discredit upon the Department)
and Rule 46, (Failure to operate a Village vehicle in a safe and prudent
manner.
3. Copy of Suspension Notice issued to police officer for violating Section IV,
Rules of Conduct, Rule 46, Failure to operate a village vehicle in a safe and
prudent manner.
4. Copy of letter from Fire Lieutenant announcing his retirement effective
12/30/00.
S. Copy of congratulations letter sent to Fire Lieutenant.
6. Written notification from firefighter candidate advisint that he wishes to
withdraw from our hiring process.
7. Written notificationfrom anotherfirefighter candidate advising that he
wishes to withdraw from our hiring process
8. Copy of notice from Theodore Polygraph Service announcing price increase
for polygraphs from 580.00 to $100.00 per test effective January 1, 2001.

ADJOURNMENT
It was moved by Chairman Bantner and seconded by Robert Goldsmith that the meeting
be adjourned. The motion was voted upon by acclamation whereupon Chairman Bantner
declared the motion carried and the meeting adjourned at 10:00 p.m.
