HomeMy WebLinkAboutFIRE & POLICE COMMISSION - 03/20/2001 - CC: Village Cle-' MINUTES OF THE REGULAR MEETING OF THE BOARD OF FIRE AND POLICE COMMISSIONERS OF THE VILLAGE OF ELK GROVE VILLAGE HELD ON MARCH 20, 2001 Chairman Bantner called the meeting to order at 7:00 p.m. in the Charles J. Zettek Building, 901 Wellington Avenue, Elk Grove Village and noted for the record that the following were present: Chairman Gayle B. Bantner, Dr. Alan J. Shapiro, Secretary and Robert Goldsmith, Commissioner. It was moved by Secretary Shapiro and seconded by Commissioner Goldsmith that the minutes of the February 13, 2001 meeting be approved as submitted and that the Board dispense with the reading thereof. The motion was moved upon by acclamation whereupon Chairman Bantner declared the motion carried. PRESENTATION AND APPROVAL OF INVOICES The following invoices were presented for payment: 1. Peter A. Felice &Associates, Invoice 577 dated 2/27/01 in the amount of$160.00-Retainer fee for February 2001. 2. Police Consultants, Inc. -Invoice 2068 dated 02/28/01-Billingfor multiple interview assessments for 28 candidates. 3. Daily Herald-Invoice 72543515 for$28.28 for legal notice for fire lieutenant's examination. 4. Daily Herald-Invoice T2506360 for $1157.36 for classified ad for 1/14/01 police officer examination. 5. Daily Herald-Invoice T2506360 for$202.00 for classified ad for 1/14101 police officer examination. It was moved by Secretary Shapiro and seconded by Commissioner Goldsmith that the Board authorize the disbursement of funds for payment. The motion was voted upon by acclamation whereupon the Chairman declared the motion carried. EXECUTIVE SESSION I. Fire Lieutenants examination. 2. Final probationaryreview for three firefighters. 3. Individual Oral Interviews for two firefighter candidates. Copy of letter sent to three firefighter candidates scheduling individual oral interviews for March 20, 2001. 3. Memo sent to Chief MacArthur requesting comments/criticisms for final probationary reviews for three probationaryfirefighters. 4. Fact Sheet for Firefighter Examination to be held on April 29, 2001. 5. E-Maillfax sent to Illinois State Representatives concerning Board of Fire &Police Commission's opposition to HB-1689. 6. Written Reprimand issued to Police Officer for violating section IV rules of conduct, rule 49,failure to appear in court when required or scheduled. 7. Legal Notice printed on March 8, 2001 announcing Fire Lieutenant's examination, 8. New Police Officer Eligibility List dated March 7, 2001 9. Copy of letters sent to police officer candidates advising that they met or jailed the requirements of the multiple interview assessment. 10. Copy of Police Department Publication, "The Beat Goes On", March 2001 edition. IL Copy of memo sent to Gary Parrin requesting a new copy machine. 12. Copy of e-mailfrom the City of Springfield requesting information on our age requirement for police and fare applicants. 13. Copy of Mayor Johnson's letter to Senator Wendell Jones regarding Elk Grove's opposition to HB-1689. 14. Copy of letter to Chief Schmidt requests comments and criticisms on three probationary police officers. Six-month probationary review scheduled for April 17, 2001. 15. Copy of Notice of Suspension issued to Police Officer for violating Section 26.1.IA, Rules of Conduct, rule 2 (action or conduct which impedes the Department's efforts to achieve its goals or brings discredit upon the Department) and rule 14 (making a false report, written or oral). 16. Copy of performance evaluations for final probationary reviews for three firefighters. 17. Copy of Notice of Suspension issued to Police Officerfor violating Section 25.LIA, Rules of Conduct, Rule 13 (failure to adequately secure, use, care for and maintain Department property or equipment) and Rule 14 (making a false report, written or oral). Copy of letter from Police Off cer appealing Notice of Suspension. Notice of Appeal received by Commissioners on March 9, 2001. PENDING 1. Police Officer Hiring Process— Continuing—two openings 2. Firefighter Hiring Process — Continuing—two openings NEW BUSINESS ADJOURNMENT It was moved by Chairman Bantner and seconded by Dr. Shapiro that the meeting be adjourned.
