MINUTES OF THE REGULAR MEETING

OF THE VILLAGE OF ELK GROVE VILLAGE
HELD ON MAY 15, 2001
Chairman Bantner called the meeting to order at 7:00 p.m. in the Charles J. Zettek
Building, 901 Wellington Avenue, Elk Grove Village and noted for the record that the
following were present: Chairman Gayle B. Bantner and Dr. Alan J. Shapiro, Secretary.
It was moved by Secretary Shapiro and seconded by Chairman Bantner that the minutes
of the April 17, 2001 meeting be approved as submitted and that the Board dispense with
the reading thereof. The motion was moved upon by acclamation whereupon Chairman
Bantner declared the motion carried.
PRESENTATION AND APPROVAL OF INVOICES
The following invoices were presented for payment:
1. Peter A. Felice &Associates, Invoice 606 dated 4/30/01 in the amount
of$160.00—Retainer fee for April 2001.
2. Peter A. Felice &Associates, Invoice 600 dated 4/23/01 in the amount
of$1,312.50—RE: Appeal of Suspension of Police Officer.
3. Police Consultants, Inc. —Invoice 2134 dated 5/02/01 for$4,743.00for
Written Entry Examinations for 152 firefighter applicants.
4. Police Consultants, Inc. —Invoice 2137 dated 5/4/01 in the amount of
$500.00 for psychological evaluation of police candidate.
5. Police Consultants, Inc. —Invoice #2124 dated 4/27/01 for$400.00—
psychological evaluation ofpolice candidate.
6. The Clinic/Dr. Boyajian—Invoice dated 4/18/01 for medical
examinations for two firefighter candidates.
7. Spanish-American Newspaper—Invoice 30037 dated 5/1/01 in the
amount of$408.00 for advertising firefighter examination.
8. Chicago Tribune —Invoice 959337001 dated 4/15/01 in the amount of
$1,244.00for advertising firefighter examination.
9. Daily Herald—Invoice T2564037 dated 4/21101 in the amount of
$124.28 for legal notice for firefighter examination.
10. Daily Herald— Invoice T2562750 dated 4121/01 in the amount of
$634.40 for advertising firefighter examination.
11. Daily Herald—Invoice T2562752 dated 4/22/01 in the amount of
$478.75 for advertising firefighter examination.
12. Theodore Polygraph Service —Invoice 12987 dated 4127/01 in the
amount of$100.00 for polygraph examination for firefighter candidate.

13. The Register Star—Invoice 194682 dated 4/22/01 in the amount of
$345.06 for advertising for firefighter examination.
14. Courier News—Invoice 51416886 dated 4/30/01 in the amount of
$126.97 for advertising for firefighter examination.
15. Police Consultants, Inc. —Invoice 2137 dated 5/4/01 in the amount of
$300.00 for psychological evaluation ofpolice candidate.
16. Unishippers—Invoice 2536532670 dated 4/11/01 in the amount of
$20.68 for overnight delivery of documents relating to appeal hearing.
It was moved by Secretary Shapiro and seconded by Chairman Bantner that the Board
authorize the disbursement of funds for payment. The motion was voted upon by
acclamation whereupon the Chairman declared the motion carried.
EXECUTIVE SESSION
1. Meeting with Chief Schmidt and Deputy Chief Larry Hammar to
discuss department staffing.
2. Discussed schedule for upcoming firefighter candidate multiple
interviews,police candidate individual oral interviews, and reschedule
date for fire lieutenant multiple oral interviews.
CORRESPONDENCE
I. Copy of memo from Chief Schmidt to Gary Parrin requesting approval
to hire four police officers.
2. Copy of memo to Chief Schmidt requesting comments andlor
constructive criticisms on the performance offour probationary
officers.
3. Copy of memo from Deputy Chief Lebert to probationary police
officers advising them to report for their final probationary review.
4. Copy of the Board of Fire &Police Commissioners Findings and
Decision in the Suspension Appeal Hearing of April 16, 2001.
5. Copy of Written Reprimand issued to Police Officer for violating
section 26.1.IA Rules of Conduct, Rule 49 (Failure to appear in court
when required or scheduled).
6. Copy of memo to Chief MacArthur requesting his signature on revised
reprimands issued to firefighter.

7. Copy of revised reprimands bearing Chief MacArthur's approval.
8. Copy of memo to Chief MacArthur scheduling 25 fire lieutenant
candidates for multiple oral interviews on May 15, 2001.
9. Copy of letter from Police Sergeant announcing his retirement
effective May 25, 2001.
10. Copy of retirement congratulations letter sent to Police Sergeant.
IL Copy of memo from Chief Schmidt to Gary Parrin requesting
authorization to promote next in line to fill sergeant vacancy effective
May 28, 2001.
12. Copy of letter from former police candidate thanking us for our time.
13. Copy of letter from retired lieutenant recommending a firefighter for
promotion to the position of Fire Lieutenant.
PENDING
1. Police Officer Hiring Process—Continuing—four openings
2. Firefighter Hiring Process —Seventy candidates scheduledfor Physical
Ability Test on June 9, 2001; no present openings.
NEW BUSINESS
ADJOURNMENT
It was moved by Chairman Bantner and seconded by Dr. Shapiro that the meeting be
adjourned. The motion was voted upon by acclamation whereupon Chairman Bantner
declared the motion carried and the meeting adjourned at 8:30 p.m.
