MINUTES OF THE REGULAR MEETING
OF THE BOARD OF FIRE AND POLICE COMMISSIONERS
OF THE VILLAGE OF ELK GROVE VILLAGE
HELD ON NOVEMBER 20, 2001
Chairman Bantner called the meeting to order at 7:00 p.m in the Charles J. Zettek
Building, 901 Wellington Avenue, Elk Grove Village and noted for the record that the
following were present: Chairman Gayle B. Bantner, Secretary Alan J. Shapiro, and
Commissioner H. Robert Goldsmith.
It was moved by Commissioner Goldsmith and seconded by Chairman Bantner that the
minutes of October 23, 2001 meeting be approved as submitted and that the Board
dispense with the reading thereof. The motion was moved upon by acclamation
whereupon Chairman Bantner declared the motion carried.
PRESENTATION AND APPROVAL OF INVOICES
The following invoices were presented for payment:
1. Police Consultants, Inc.- Invoice 2366 dated 11/06/01 in the amount of
$680.00 for multiple interview assessments for 34 police candidates.
2. Peter Felice &Associates—Invoice 653 dated 11/01/01 in the amount of
$160.00 for October retainer fee.
3. Police Consultants,Inc. —Invoice 2361 dated 11/05/01 in the amount of
$500.00 for psychological evaluation for firefighter candidate.
4. IPFA 2002 Membership Renewal Invoice in the amount of$50.00.
It was moved by Secretary Shapiro and seconded by Commissioner Goldsmith that the
Board authorize the disbursement of funds for payment. The motion was voted upon by
acclamation whereupon the Chairman declared the motion carried.
EXECUTIVE SESSION
1. Conduct final probationary review for firefighter.
CORRESPONDENCE
1. Police Officer Eligibility List dated November 9, 2001.
2. Copy of final probationary evaluation from Chief MacArthur concerning
firefighter.
3. Written Reprimand issued to Police Officer for violating Section 26.1.1A,
Rules of Conduct, Rule 49. Failure to appear in court when required or
scheduled.

4. Written Reprimand issued to Police Officer for violating Section 26.1.1 A,
Rules of Conduct, Rule 49. Failure to appear in court when required or
scheduled.
5. Letter from Attorneys representing Union regarding affidavit indicating party
affiliation of commissioners.
6. Memo from Chief MacArthur announcing the appointments of two Fire
Captains and requesting promotion of the next three eligible candidates to the
rank of Fire Lieutenant effective October 15, 2001.
7. Congratulations letters sent to two Fire Captains and appointment letters sent
to three Fire Lieutenants.
8. Copy of memo to Chief MacArthur requesting firefighter evaluation for final
probationary review.
9. Copy of memo to R. Olson advising the completion of probationary period for
two police officers.
PENDING
1. Police Officer Hiring Process—Continuing—two present police officer
openings.
2. Firefighter Hiring Process —Continuing—two present openings.
NEW BUSINESS
ADJOURNMENT
It was moved by Chairman Bantner and seconded Secretary Shapiro that the meeting be
adjourned. The motion was voted upon by acclamation whereupon Chairman Bantner
declared the motion carried and the meeting adjourned at 10:00 p.m.
