MINUTES OF THE REGULAR MEETING
/ OF THE BOARD OF FIRE AND POLICE COMMISSIONERS
OF THE VILLAGE OF ELK GROVE VILLAGE
HELD ON JULY 30, 2002
Chairman Bantner called the meeting to order at 3:30 p.m. in the Charles J. Zettek Building,
901 Wellington Avenue, Elk Grove Village and noted for the record that the following were
present: Chairman Gayle B. Bantner, Commissioner H. Robert Goldsmith, and Secretary
Alan J. Shapiro, DDS.
It was moved by Commissioner Goldsmith and seconded by Secretary Shapiro that the
minutes of June 11, 2002 meeting be approved as submitted and that the Board dispense with
the reading thereof. The motion was moved upon by acclamation whereupon Chairman
Bantner declared the motion carried.
PRESENTATION AND APPROVAL OF INVOICES
The following invoices were presented for payment:
I. Peter A. Felice &Associates—Invoice 726 dated 7/1/02 in the amount of
$160.00 for June 2002 retainer fee.
2. Police Consultants, Inc. —Invoice 2592 dated 7/3/02 in the amount of
$500.00 for psychological examination of firefighter candidate.
3. Theodore Polygraph Service, Inc. —Invoice 13552 dated 7/9/02 in the
amount of$100.00 for polygraph examination of firefighter candidate.
4. Theodore Polygraph Service, Inc. —Invoice 13546 dated 7/3/02 in the
amount of$400.00 for polygraph examination of firefighter candidate.
5. Unishippers—Invoice 367611 dated 6/30/02 in the amount of$22.08 for
overnight shipping charges to Seyfarth.
6. Unishippers—Invoice 367432 dated 6/15/02 in the amount of$19.90 for
overnight shipping charges to Seyfarth.
7. Charles Boyajian, M.D. —Invoice dated 7/1/02 in the amount of$495.00
for medical examination and testing of firefighter candidate.
8. Pioneer Press—Invoice 206030818 dated 6/29/02 in the amount of$20.00
for printing of legal notice of meeting cancellation.
It was moved by Commissioner Goldsmith and seconded by Chairman Bantner that the
Board authorize the disbursement of funds for payment. The motion was voted upon by
acclamation whereupon the Chairman declared the motion carried.

evaluated by PCI.

toward his score in the sergeant's promotional process.
5. Letter from MCAT Director dated 6/4/02 supporting candidate's advancement
to the rank of Sergeant.
6. Notice of Suspension issued to Police Officer for violating Section 26.1.IA,
Rule 49, Failure to appear in court when required or scheduled.
7. Letter from Chief MacArthur requesting consideration for scheduling a new
firefighter testing process.
8. Notice of rescheduled meeting of the Board of Fire and Police Commissioners
from July 16, 2002 to July 30, 2002.
9. Letter to former F/F candidate in response to his letter dated 6/17/02.
10. Memo to Chief MacArthur requesting comments/constructive criticism for six
month probationary reviews offour firefighters.
11. Memo from DIC Lebert to Commanders requesting comments and/or
constructive criticisms regarding the performance of probationary police
officers Berens and Burke.
12. Copy of memo to Chief Schmidt requesting comments/constructive criticism
regarding the performance of probationary police officer and scheduling
probationary review.
13. Copy of memo from Chief Schmidt regarding the progress of probationary
police officer.
14. Letters to six police candidates scheduling their individual oral interviews.
15. Letter to Chief Schmidt requesting comments/constructive criticisms for the
final reviews of two probationary officers.
16. Letter from Chief Schmidt to Gary Parrin requesting authorization to contact
FPC for the purpose of promoting police officer to the rank of sergeant
effective 7/22/02; includes approval notation from Village Manager in margin.

21. Memo to Chief MacArthur requesting comments/constructive criticisms of

23. Copy of Police Sergeant Eligibility List; expiration date 6/25/05.

NEW BUSINESS
Promotion of the next police sergeant candidate on the eligibility list effective 7/22/02
to coincide with pay period.
ADJOURNMENT
It was moved by Chairman Bantner and seconded Commissioner Goldsmith that the meeting
be adjourned. The motion was voted upon by acclamation whereupon Chairman Bantner
declared the motion carried and the meeting adjourned at 10:00 p.m.
