HomeMy WebLinkAboutFIRE & POLICE COMMISSION - 09/24/2002 - c: Village Clerk MINUTES OF THE REGULAR MEETING OF THE BOARD OF FIRE AND POLICE COMMISSIONERS OF THE VILLAGE OF ELK GROVE VILLAGE HELD ON SEPTEMBER 24,2002 Chairman Bantner called the meeting to order at 6:00 p.m. in the Charles J. Zettek Building, 901 Wellington Avenue, Elk Grove Village and noted for the record that the following were present: Chairman Gayle B. Bantner, Commissioner H. Robert Goldsmith, and Secretary Alan J. Shapiro, DDS. It was moved by Commissioner Goldsmith and seconded by Secretary Shapiro that the minutes of August 20, 2002 meeting be approved as submitted and that the Board dispense with the reading thereof. The motion was moved upon by acclamation whereupon Chairman Bantner declared the motion carried. PRESENTATION AND APPROVAL OF INVOICES The following invoices were presented for payment: 1. Peter A. Felice&Associates—Invoice dated 8/31/02 in the amount of$160.00 for August 2002 retainer fee. 2. Daily Herald—Invoice T2878963 dated 9/12/02 in the amount of$20.88—Notice of Rescheduled Meeting 3. Unishippers—Invoice 7564881155 dated 8/20/02 in the amount of$13.29— Overnight delivery fee for court documents. It was moved by Commissioner Goldsmith and seconded by Chairman Bantner that the Board authorize the disbursement of funds for payment. The motion was voted upon by acclamation whereupon the Chairman declared the motion carried. EXECUTIVE SESSION- (Closed session minutes recorded). CORRESPONDENCE 1. Memo to Village Manager concerning hiring status of police and fire candidates. Village Manager's response dated 8/21/02 written in margin. 2. Memo to Human Resources Director advising that two probationary police officers have successfully completed their probationary period and should be transferred to permanent status. 3. Memo to Village Manager regarding initiation of a firefighter testing process. Village Manager's response noted in margin. Memo to Human Resources Director advising that probationary firefighter has successfully completed his probationary period and should be granted permanent status. 5. Letter from Asst. Chief Banot announcing his retirement effective November 4, 2002. Congratulations letter from Chief MacArthur to Asst. Chief Banot. 6. Letter of Resignation from Probationary Firefighter. 7. Copy of Notice of Rescheduled Fire&Police Commission General Board Meeting from September 17, 2002 to September 24, 2002 at 6:00 p.m. 8. Deposition Transcripts and errata sheets received from Seyfarth& Shaw and were returned signed and notarized with corrections. 9. Memo from Deputy Chief Miller regarding a suggestion for a pre-registration process for firefighter orientation to reduce clerical overtime expense. 10. Copy of IFPCA Bulletin, Summer 2002 edition. 11. Promotional brochure from Stannard&Associates detailing their services and testing procedures. 12. PCI Newsletter, "Passing Points", September 2002 edition. 13. Letter from Chief MacArthur recommending that probationary firefighter receive permanent appointment to the position of firefighter. 14. Letter to Chief MacArthur requesting that he advise probationary firefighter of his scheduled final probationary review before the FPC at 7:00 p.m. on 9/24/02. 15. Letter from Chief MacArthur to Captain Forde announcing his appointment to the position of Assistant Fire Chief effective November 4, 2002. 16. Declarations pursuant to 28 U.S.C. § 1746. PENDING Police Officer Hiring Process—two present openings(not being replaced at this time). Firefighter Hiring Process—two present openings(eligibility list exhausted). Firefighter Testing Process—Scheduling orientation session and examination dates during October 2002.
