MINUTES OF THE REGULAR MEETING
OF THE BOARD OF FIRE AND POLICE COMMISSIONERS
OF THE VILLAGE OF ELK GROVE VILLAGE
HELD ON OCTOBER 15, 2002
Chairman Bantner called the meeting to order at 7:00 p.m. in the Charles J. Zettek Building,
901 Wellington Avenue, Elk Grove Village and noted for the record that the following were
present: Chairman Gayle B. Bantner, Commissioner H. Robert Goldsmith, and Secretary
Alan J. Shapiro, DDS.
It was moved by Commissioner Goldsmith and seconded by Secretary Shapiro that the
minutes of September 24, 2002 meeting be approved as submitted and that the Board
dispense with the reading thereof. The motion was moved upon by acclamation whereupon
Chairman Bantner declared the motion carried.
PRESENTATION AND APPROVAL OF INVOICES
The following invoices were presented for payment:
1. Peter A. Felice &Associates—Invoice dated 10/1/02 in the amount of
$160.00 for September 2002 retainer fee.
2. Illinois Fire &Police Commissioners Association—Annual Membership
Invoice dated 10/1/02 in the amount of$340.00.
3. Daily Herald—Invoice T2898553 dated 10/13/02 in the amount of
$353.25 —Classified Ad published on 10/13/02 for Firefighter Orientation
& Exam.
4. Chicago Tribune—Invoice in the amount of$639.00—Classified Ad
published on 10/13/02 for Firefighter Orientation& Exam.
5. Spanish American Newspaper—Invoice#37066 dated 10/13/02 in the
amount of$302.00 for Classified Ad published on 10/13/02 for Firefighter
Orientation& Exam.
6. Daily Herald—Invoice T2897028 dated 10/12/02 in the amount of
$109.04 for publication of Legal Notice for Firefighter Examination.
It was moved by Commissioner Goldsmith and seconded by Chairman Bantner that the
Board authorize the disbursement of funds for payment. The motion was voted upon by
acclamation whereupon the Chairman declared the motion carried.

CORRESPONDENCE
1. Copy of Legal Notice of Firefighter Orientation scheduled for 10/18/02.
2. Copy of letter from Chief MacArthur to Lt. James Denna appointing him to the
rank of Fire Captain effective 11/04/02.
3. Copy of memo from Chief MacArthur to Village Manager requesting
authorization to notify FPC to promote F/F Blackaller to the rank of Fire
Lieutenant effective 11/04/02.
4. Congratulations letter to Capt. James Forde on his appointment to the rank of
Asst. Fire Chief effective 11/04/02.
5. Congratulations letter to Lt. James Denna on his promotion to the rank of Fire
Captain effective 11/04/02.
6. Appointment letter to F/FArthur Blackaller promoting him to the rank of Fire
Lieutenant effective 11/04/02.
7. Letter to Human Resources advising that firefighter hired on 2/12/01 has
satisfactorily completed his probationary period and should be transferred to
permanent status.

Police Officer Hiring Process—two openings (not being replaced at this time).
Firefighter Hiring Process—two openings(eligibility list exhausted).
Firefighter Testing Process—Orientation scheduled for 10/18; written exam 10/20.

ADJOURNMENT
It was moved by Chairman Bantner and seconded Commissioner Goldsmith that the meeting
be adjourned. The motion was voted upon by acclamation whereupon Chairman Bantner
declared the motion carried and the meeting adjourned at 10:00 p.m.
