6. CONSENT AGENDA
A). Consideration of a request (attached) from the Elk Grove Park District to waive
permit fees for the renovation of the Al Hattendorf Center at 501 Elk Grove
Boulevard in the amount of$3,200.
(It has been past practice of the Village Board to grant fee waivers for
governmental and non-profit organizations.)
B)Consideration of the following:
• Request (attached) from the Prince of Peace Church to waive license fees
for the Festival of Friends on Sunday, October 3; and
• Request (attached) from the Prince of Peace Church to waive license fees
for The Pumpkin Patch from October 2 through October 31.
(The total amount of fees to be waived is$300.
(It has been past practice of the Village Board to grant fee waivers for
governmental and non-profit organizations. While the Park District included
waiver of the water meter, it is an out-of-pocket expense for the Village, which
has not been waived.)
C) Consideration of a request (attached) from the Elk Grove Park District to waive
permit and water connection fees for the construction of the Hanson Park
Soccer Field on Rohlwing Road north of Nerge Road in the amount of$3,375.
(It has been past practice of the Village Board to grant fee waivers for
governmental and non-profit organizations.)
(While the Park District included a waiver of the water meter, it is an out-
of-pocket expense for the Village,which has not been waived.)

D) Consideration to hold a public hearing before the Plan Commission to consider
the petition of GPD Group, on behalf of National City Corporation, for a
Special Use and Re-Subdivision of property located along Meacham Road
(Home Depot Outlot).
(National City Corporation is proposing a branch bank facility including
drive-thru. The proposed bank will be approximately 3,475 square feet.
(The property is currently asphalt parking for Home Depot.
(The Special Use is required for the installation of drive-thru lanes, and
the re-subdivision is required as this will be a new outlot.)
E) Consideration to increase an existing Purchase Order to Dixon Engineering, Inc.
of Lake Odessa, MI to provide inspectional services for the cleaning and
painting of the reservoir at Pump House 11 (1689 Virginia) in the amount of
$3,955, for a total contract amount not to exceed$39,975.
(Due to delays by the contractor and unanticipated repairs to the steel roof,
Dixon Engineering exceeded the awarded amount.
(A total of $1,828 is being withheld from the contractors' payout, in
addition to liquidated damages, due to delays by the contractor. The balance,
$2,127, is for work performed on behalf of the Village.
(A report from the Director of Public Works, recommending approval, is
attached.)
F) Consideration to adopt Resolution No. 32-04 (attached) determining the
appropriateness for Class C status pursuant to the Cook County Real Property
Classification Ordinance as amended January 1, 2000 for certain real estate
located at 1250 Greenleaf Avenue.
(Binderonics now employs 125 and anticipates that number to grow to 150
in the next 12 to 18 months.
(The eligibility requirements for Class C status are that real estate be used
for industrial purposes; due to contamination, the real estate must have
undergone environmental testing and remediation and have received a letter
from the Illinois EPA; and the remediation costs must total at least$100,000.
(The Class C property tax incentive allows a property tax assessment
reduction from 36%to 16%of fair market value for a twelve-year period.
(A report from the Economic Development Coordinator and a letter from
the applicant are attached.)
G) Consideration of Resolution No. 33-04 (attached) directed to the Cook County
Board of Commissioners,Cook County Board of Appeals, and the County Clerk
for transmittal to Cook County Board of Commissioners in response to the
Public Hearing held by the Cook County Board of Appeals on August 4, 2004
regarding sign variations on the property located on the south side of 1-90,
approximately 610 feet southeast of Oakton Street in Elk Grove Township.

(The petitioner, McDonald's Corporation, is seeking three variations to
replace the existing free-standing illuminated sign located along Interstate 90.
(Although the proposed sign will be smaller in both height and sign face
area than the existing sign, it will still exceed the maximum allowable height
and area requirements of both the Cook County and Elk Grove Village sign
regulations.
(The Village would permit a sign 18 feet in height and 45 square feet in
area per side. The petitioner is requesting the construction of a sign 58 feet in
height containing 442 square feet of area per face.
(The new sign will incorporate full motion color monitor technology that
could have a detrimental effect on the area with respect to constantly moving
color images and the levels of illumination especially during the nighttime
periods.
(A report from the Director of Engineering & Community Development,
recommending approval, is attached.)
H) Consideration of Resolution No. 34-04 (attached) authorizing the Mayor and
Village Clerk to execute an agreement for the exchange of occupancy and use of
the Village of Elk Grove and Elk Grove Park District properties.
(This agreement allows the Village to occupy and use the portion of the
Public Works Facility which is owned and occupied by the Park District
(16.7%). In exchange, the Park District will be allowed to use and occupy the
Village's 1.9 acres of vacant property located north of Nerge Road and east of
Rohlwing Road for general park purposes.
(The exchange and use of property commenced on August 1, 2004 and
shall be in effect through August 1, 2009. The exchange shall be automatically
renewable for one(1) year periods thereafter unless terminated by either party.)
I) Consideration to adopt Ordinance No. 3002 (attached) amending the position
classification and salary plans for Merit Pay Plan positions of the Village Code
of the Village of Elk Grove.
(This ordinance creates one (1) full-time Production Assistant for Channel
6, reduces the number of part-time Production Assistants from two (2) to one
(1), and creates a Management Incentive Program.)
J) Consideration to adopt Ordinance No. 3003 (attached) granting a variation of
Section 3-7:D.3 of the Zoning Ordinance to permit the replacement of a legal
non-conforming fence on property located at 1899 Liberty Court.
(This item was discussed at the July 20, 2004 Village Board meeting and
currently appears on the Agenda under Unfinished Business of the Village
Attorney.)
