MODEL TELECOMMUNICATIONS ORDINANCE (MTO)
The Village Attorney reviewed the language of the MTO with
the Committee. Upon further discussion, the consensus of the
Committee was as follows:
-- to have the Village Attorney meet with members of the
telecommunications industry to discuss and address major
issues presented by the ordinance; and
-- to discuss the Village Attorney 's revisions and
recommendations at the 11115195 Committee of the Whole
meeting.

YOUTH IN GOVERNMENT ISSUES
The Committee discussed the following issues with members of
the Youth in Government Program:
-- Activities for young adults after school hours;
-- Improvements to the 4th of July Celebration;
-- Police Department attitudes toward adolescents;
-- Policing around parks at night; and
-- Holiday decoration improvements
REQUESTS TO LEASE SPACE ON WATER TOWER:
The consensus of the Committee was as follows:
-- to have Ameritech explore ways to conceal their
antennas and/or alter the Exel Inn antenna and to report
their findings to the Village Board when completed prior
to proceeding further; and
-- to have Whalen & Company work with staff to go
through the necessary process and negotiate an agreement
to allow PCS Primeco to locate antennas on the
Pratt/Tonne water tower.
CAPITAL PROJECTS FIVE-YEAR PROGRAM
The consensus of the Committee was to defer this item to the
Capital Improvements Committee for review and recommendation.
OUTDOOR WATER USE RESTRICTIONS
It was the consensus of the Committee to amend the
residential outdoor water use restrictions as follows:
-- to eliminate watering restrictions during April and
October and on Memorial Day, Fourth of July, and
Labor Day; and
-- Have staff review the possibility of extending the
permissible watering hours in residential districts from
9 P.M. to 10 P.M.
MULTI-FAMILY WASTE CONTRACT
The consensus of the Committee was to have staff contact
multi-family dwelling units to obtain their input regarding the
extension of the Waste Management contract.

40TH ANNIVERSARY COMMITTEE RECOMMENDATIONS
The consensus of the Committee was to concur with the 40th
Anniversary Committee 's recommendations on the following:
-- to title the 219/96 event the "40th Anniversary Dinner
Dance";
-- to set a ticket price of $20/person for the Dinner
Dance; and
-- to approve the publication and delivery of a 40th
Anniversary newspaper by Business Savers, Ltd. , subject
to all businesses solicited being notified that there
advertisement fee does not support the 40th Anniversary
Celebration.
The meeting adjourned at 7:59 p.m.
