O'Brien, Daily Herald SPRUCE MEADOW SUBDIVISION The consensus of the Committee was as follows: -- Have the Village Attorney work with the Attorney representing Arlington Partners to develop a letter of understanding for homeowners both now and in the future to sign indicating the impact and restrictions of the floodplain on their property; (No structures can be constructed in their backyard if that area is in the floodplain) . -- Have all of the basements in the subdivision floodproofed; -- Provide access for Lot 9 off of Meadow Court and have the driveway screened from neighboring properties; and -- Provide for a Homeowners Association to maintain the vacant parcel and additional right-of-way off of Meadow Court. -- Have the developer provide the FEMA Conditional Letter of Map amendment for Village review; and, -- Show the proposed bicycle path on Village property which will be west of Salt Creek but east of the subdivision. ALEXIAN BROTHERS MEDICAL CENTER - ITASCA MEADOWS ANNEXATION The consensus of the Committee was to agree to an annexation agreement with a 20-year term to provide for the annexation of the property in its current state. Public improvements would not have to be made on the property unless; -- Annexation and development occurs to the south; -- The buildings are added to; -- Development occurs on the property; or -- Should either the well or septic system fail, Village water lines or sewer lines respectively must be installed on the property. BIKEWAY PLAN UPDATE The Village Manager noted that Cook County is not pursuing funding for the Greenway Bicycle Route plan. The Village will be pursing that funding as well as funding for a bicycle overpass over I-290/Route 53 to connect Elk Grove with Schaumburg. LEXINGTON HOMES ANNEXATION AGREEMENT will be discussed on April 19. The Committee of the Whole Meeting on April 19 will start at 6 p.m. , rather than 7 p.m. EXECUTIVE SESSION Trustee Czarnik moved and Trustee Rettberg seconded the motion to enter into Executive Session to discuss items of Litigation, Land Acquisition and Personnel . The motion carried unanimously.
