Zettek, Village President Joseph Bosslet, Village Trustee Ronald Chernick, Village Trustee Edward Hauser, Village Trustee James Petri, Village Trustee Michael Tosto, Village Trustee Stephen Uhlarik, Village Trustee STAFF PRESENT: Charles A. Willis, Village Manager Gary E. Parrin, Assistant Village Manager George Coney, Director of Finance Robin Weaver, Administrative Assistant ECONOMIC DEVELOPMENT Ian Gray and Nancy Carlson were present to bring the Village Board up-to-date on their activities. A written report, dated February 19, 1985, was distributed. Once the Village Board has had an opportunity to read the report, Ian Gray suggests another meeting to review proposed exceptional expenses and the conclusions drawn in the attachments to the report. CATV Eric Schultz, General Manager for American Cablesystems, reported that the System had a total of 5,260 customers as of January 1, 1985, up 600 from the franchise transfer date. Elk Grove Village has the highest penetration rating of the five American Cable towns. His goal is to have 55% penetration overall by year's end and to reduce cable cuts (which result in service outages) by 50%. During 1984 there were 148 outages, 95 by contractors cutting the cables. Eric Schultz agreed to provide a list of excess equipment to Jack Claes and Jim Petri. Joan Gundlach began in January as the Community Access Programming Director with a staff of three full-time people and five part-time interns. The goal of 10 hours of original programming per month per community will be met by July 1, 1985. Jack Claes showed a video tape of "The Elk Grove Digest" to the Village Board. TAXICAB UPDATE The Village Manager advised the Board of the following: - No radioactivity is found in Birks or American Taxicabs; -Daily Herald failed to properly report those findings. - No deficiencies in the cabs that were inspected which would endanger the passenger; - Vehicle Maintenance Division will be setting a schedule to inspect all the taxicabs. Any cabs found unsafe for public use will be sidelined; - American and Birks have been cooperative; - Both firms will provide the Village with a list of current drivers. We will, in the future, be advised when new drivers are employed and current drivers leave employment. - Outside 'agencies will be contacted to follow up on responsibility. The Village President advised the Board that he was in contact with the pharmaceutical firms: - The firms will no longer use Birks. - There was absolutely no danger from contamination. - The firms advised the Daily Herald of the above but it did not get into the article. Fire Department - 25th Anniversary Consensus was to honor volunteers and paid-on-call personnel at the annual Awards & Recognition Dinner to be held on April 12, 1985. Governor's Forum - Forest View High School Zettek, Bosslet, Petri and Willis will be attending the February 28, 1985 forum. NWMC Representation on the Traffic Study Task Force Consensus was to notify the NWMC that Ed Hauser would be the Village's voting member on the Task Force. Greater Woodfield Convention & Visitors Bureau The Village Manager is to schedule a meeting with Tom Rivera on Tuesday, February 26, 1985 to discuss the benefits the Village would derive from a membership in the Bureau. Public Access Channel Review Board The village's $10,000 contribution to the Elk Grove Park District will be used by the Park District to provide programming and directing assistance to local groups for programs to be shown _ on the Village's public access channel. The membership of the Review Board is being further refined to include other governmental agencies (District 54, Schaum- burg Library). 3 Lottery The Village Attorney is determining whether the Village can somehow avoid the conflicts being faced with the U. S. Postal regulations. PALM (State Lottery) Request was previously denied by the Village. Radium The Village received a variation from the Illinois Pollution Control Board. Parkway Trees All were planted in December pursuant to the contract. The spacing of trees on lots with two frontages was resolved earlier. Oakton/Evergreen Traffic Signal Cost for the traffic signal is included in the F.A.U.S. Program. Mc Donald's Annexation The village Manager is to contact Mc Donald's to determine the status of Mc Donald's annexation request. Public Hearing Notification Village will provide public hearing notification signs for existing residential dwellings. The signs are to be the size of a real estate sign and state the following information: Public Hearing For information, call 439-3900, Ext. 202 Staff to implement the program. Water Rates, Delivery Since the JAWA bonds may be refinanced, the final rates have not been established. Those rates should be available within the next 2-3 weeks. JAWA schedule is to distribute Lake Michigan water to its membership by June 20, 1985. Public Works will have a maintenance and repair plan for the existing wells should the distribution date be delayed. Shelter Funding Request By a straw Voteof 5 (JB, RC, JP, MT, CZ) to 2 (EH, SU) ` it was decided not to deviate from the Village's practice not to fund not-for-profit agencies.
