Parrin, Assistant Village Manager OFFICE DEVELOPMENT The Village Attorney is researching whether the Village has any options available to have Du Page County rescind its approval, and granting of variations, for the office development at the southeast corner of Devon Avenue and Arlington Heights Road. MUNICIPAL BUILDING EXPANSION The Village Manager advised the Board that Department Heads will be reviewing the SBL Space Acquisition Report due to the amount of time that has elapsed since it was submitted by the consultant. Depart- mental office space requirements will be forwarded to the Village Board. Will look at impact of removing the Circuit Court to determine if the amount of space can be reduced in the building addition. Will also review potential for rent- ing offices to JAWA. The Village President noted that the plans should be completed as quickly as possible in order to begin con- struction in early summer. POLICE & FIRE RULES AND REGULATIONS Consensus is that the rules and regulations , as approved by the Fire & Police Commission, are acceptable. The Village Board will consider the adoption of the rules and regulations at the April 23 , 1985 Village Board meeting. NEWSLETTER There were no objections to the Newsletter articles for the April ELK GROVE VILLAGER. Staff was requested to do the following: . . . cont 'd next page -2- A. Prepare a one ( 1 ) page insert on the status of Lake Michigan water. B. Advise residents to continue using the communication cards . C. Advise residents, who have not been notified by letter of our schedule for restoring plow damage to parkways, to call the Village. D. Have the photographs for the newsletter done in black and white for better clarity. WINDEMERE SUBDIVISION The Village Manager is to send a survey to all residents in Windemere to determine whether they would support the posting of signs prohibiting: - No Right Turns from Nerge Road onto Cutter Lane during the evening rush hours ; - No Left Turns from Plum Grove Road onto Oriole Drive during morning rush hours . CUTTING OF COUNTY ROW Consensus is to have Village personnel mow weeds on County ROW, which would be in addition to the County' s mowing twice a growing season. Village personnel will also trim along fences between the sidewalk and fence. If owners of vacant properties do not cut property upon notice by the Village, the Village is to cut the property and invoice the owner. If payment is not received a lien is to be placed on the property. SMOKE DETECTORS - VILLAGE ON THE LAKE The Fire Chief is meeting with the Association on April 16 and will prepare a report for distribution to the Village Board. WATER SUPPLY - CONTINGENCY PLAN On the 4-23-85 VB Agenda the Village will authorize the lowering of Well Nos . 6 , 9 and 11 since those wells will be retained and kept operational after the acquisition of Lake Michigan water. This cost will be $43 ,000 . Staff is to request Layne-Western to amend its retainer proposal for the lowering of the remaining two ( 2 ) wells - #5 and #13 . . . . . . .cont 'd next page -3- NORTHWEST COMMUNITY SERVICES, INC. Village will wait for a reply from the Railroad that will respond to the Village Engineef ' s meeting with Railroad representatives on their commitment for equip- ment. That reply will be sent to the Association with a letter from the Village which states : - We 've lost time and are anxious to proceed; - Request that the Association plan, organize and conduct a meeting within 60 days to determine what alternatives the Association will select to have the ditches cleaned, and the extent of cleaning. - At the end of a 90-day period ( 30 days after the . above schedule ) , the Village will con- duct a public hearing to evaluate whether the voluntary program will be pursued or abandoned in favor of the special taxing district (at the same level of ditch cleaning as proposed under the voluntary program) . NORTRAN Bob Koop resigned from his appointment to the NORTRAN Bus Board. The Village President will pursue the filling of the vacancy. TAXICABS The Village Manager advised the Board that approximately two ( 2 ) cabs per week are being inspected by the Village ' s Vehicle Maintenance Division. Deficiencies are being corrected by the taxicab companies. VILLAGE BOARD COMMITTEES Trustee Gallitano will be placed on the Capital Improvements Committee, Community Service Board and the Schaumburg Transportation Committee. Submitted by GAIfY E.
