Village Hall Building Addition
John Thebault and Julius Kwasek presented preliminary plans
for a building addition to the Village Hall . The second floor would
be at the same level as the existing building and would include
officesfor the President and Trustees, the Village Manager' s Office,
the Finance Department and the Village Clerk' s Office. The first
level is allocated for the Health, Engineering and Building Depart-
ments. Occupancy should be during 1986. The possibility of full
length windows on the lower level was discussed but discouraged
by John Thebault due to drainage considerations and opinion that
the lower level would not look like a "basement". The heating,
ventilation, and air conditioning (HVAC) system would be separate
from the existing system in the current building.
According to information provided by George Knickerbocker
the felon and misdemeanor court would come to the 3rd District Court
facility in Rolling Meadows. Traffic Court might also be located in
Rolling Meadows, but that will not be decided without further review
by the Court with the affected municipalities. That area could then
be used for other purposes, including a community meeting room.
Comments by those in attendance included: necessity of
employee only restrooms; sufficient size of employee restrooms;
sufficient nearby filing space for the President' s Secretary; a

"mudroom" entry way for Village inspectors; a trustees ' conference
room at least twice its current size (430' ) ; a kitchen area in the
community room; display facilities in the council chamber and the
trustees' conference room; skylights in the council chamber and
second floor; keep traffic court in the current council chamber;
include the parking lot design, loading dock design and connection
between the Fire Department and Police Department in the scope of
the project.
A Staff meeting with the architect will be scheduled to
review the recommended changes. Revised plans should be submitted
within two weeks.
