HomeMy WebLinkAboutCOMMITTEE OF THE WHOLE - 10/15/1985 - MINUTES COMMITTEE OF THE WHOLE Elk Grove Village October 15 , 1985 7 p.m. MEMBERS PRESENT: Charles Zettek, Village President Dennis Gallitano, Village Trustee Joseph Bosslet, Village Trustee Michael Tosto, Village Trustee Ronald Chernick, Village Trustee James Petri, Village Trustee Edward Hauser, Village Trustee STAFF PRESENT: Charles Willis, Village Manager Robin Weaver, Administrative Assistant Nancy Yiannias , Health Coordinator Ray Peterson, Village Engineer , Thomas Cech, Director of Public Works Charles Henrici, Fire Chief ITASCA DEVELOPMENT Mike Tosto reported that he attended a meeting Friday, October 11, with residents who live on Von Braun Trail who abut property in Itasca which will be developed in M-1 zoning by the Trammell Crow Co. He explained to the residents that the development meets the boundary agreement; that, based on zoning, the development (which will have a 50-75 ' green space) , could have a parking lot next to the residential property line; and that the 50 ' setback is the setback that Elk Grove Village requires. Charles Willis informed the members that Itasca was recommending a 75 ' setback and would vote on the annexation issued at their October 22 meeting. Dennis Gallitano arrived at 7 :20 p.m. Charles Henrici arrived at 7 : 30 p.m. INDUSTRIAL PARR DRAINAGE DITCHES Charles Willis recommended that the Village maintain the drainage ditches in the industrial park inasmuch as the ditches could be viewed as public facilities ( serving more than one property)„ and other methods to obtain maintenance have failed. Discussion followed on the 9-26-85 report by Charles Willis. Consensus was to have existing Village personnel and equipment begin maintenance efforts this winter and to contract the work which the Village could not do as it relates to the area of highest priority, Nicholas Boulevard. This effort will help the Village Engineer and Director of Public Works to determine the amount of personnel necessary and the type of equipment required for a complete maintenance program. Members and staff stressed that efforts toward more permanent relief (example, stabilize ditch walls) be made once the initial clean-up work is complete. -2- A one-page access authorization form will be re- quired of the Village Attorney by Charles Willis. Charles Willis will seek the Greater O'Hare Assocation' s assistance in acquiring these authorizations from each affected firm in the industrial park. CAPITAL PROJECTS LIST The Capital Projects list and priority ranking prepared by the Capital Improvements Committee was briefly discussed. The force main and Ridge Avenue lift station items were clarified. No changes were made. FALSE ALARMS - SCHOOL DISTRICT 54 Members decided to deny the request made by School District 54 to have the Police not respond to burglar alarms on specific days and during specific hours. WINDEMERE Charles Zettek requested that a letter be sent to Windemere Subdivision residents to inform them of the Village Board' s decision to install a restricted turn sign, and the reasons behind that decision. ELK GROVE VILLAGE SIGNS Charles Zettek directed the Village Manager to attempt to get the appropriate authorities to install 'Elk Grove Village' at logical points on the tollway and expressway systems. Trustee Petri asked that wood signs identifying Elk Grove Village be placed at Village borders . Ed Hauser arrived at 9:34 p.m. LUNCHEON WITH GOVERNOR THOMPSON Charles Zettek reported that the Greater O'Hare Association is prepared to host the Governor for a luncheon meeting. VILLAGE OF ROSELLE Charles Willis informed members that staff has contacted Roselle about the possibility of acquiring a 5-acre parcel located at the northeast corner of Plum Grove and Nerge Roads. ZONING CLASSIFICATIONS Trustee Hauser suggested that members consider an office park or office campus zoning classification and the possibility of designating certain areas as office park. TRANSPORTATION POLICY Trustee Hauser stated that the Village has no written policy for handling new developments with respect to roadway, traffic signals and traffic congestion. Charles Willis responded that consistent Village policy has been to require . . . .cont'd next page -3- $500/acre for the municipal purpose fund; require developers to make roadway improvements, connections or signalization as necessary; and provide satisfactory signage.
