HomeMy WebLinkAboutCOMMITTEE OF THE WHOLE - 03/25/1986 - AIR LANE MOTEL ANNEXATION/GROVE MEMORIAL CHAPEL/LEAVE OF ABSENCE COMMITTEE OF THE WHOLE MINUTES March 25, 1986 7 p.m. PRESENT: Charles Zettek, Village President Edward Hauser, Village Trustee Michael Tosto, Village Trustee Joseph Bosslet, Village Trustee Dennis Gallitano, Village Trustee James Petri , Village Trustee ABSENT: Ronald Chernick, Village Trustee STAFF PRESENT: Charles Willis, Village Manager Gary Parrin, Assistant Village Manager Robin Weaver, Administrative Assistant AIR LANE MOTEL ANNEXATION Brief discussion was held about points in Gary Parrin' s March 25, 1986 memorandum regarding the Air Lane Motel . Currently, the structure meets minimum life/safety codes but does not meet all Village codes. The Annexation Agreement requires that the building meet all codes or be removed from the property. The Village Board will consider the matter in the near future. GROVE MEMORIAL CHAPEL Members asked questions of Staff as to plans for a building addition to the Grove Memorial Chapel . CITIZEN REQUEST President Zettek informed the others that a resident, Bruce Stockmeier, had come in to read the Fire and Police hearing transcripts relative to the Nagel/Schaefer/Arnold case and to request a copy of the Police Department ' s Policy & Procedures Manual . Mr. Zettek had written several letters to Stockmeier concerning this matter. LEAVE OF ABSENCE Trustee Gallitano discussed the Village' s policy for leave of absence with respect to maternity leaves. Mr. Willis will provide Trustee Gallitano with a copy of his Leave of Absence memorandum sent to Lynette Swanson. The Committee of the Whole was recessed until after the scheduled IRB public hearing and the Village Board meeting. 10 P.M. Trustee Gallitano not present. . . . .cont'd next page -2- ECONOMIC DEVELOPMENT On Monday, March 24, Mr. Zettek advised the Village Board that he had met with an individual considering the opening of a grocery store in the Village. A license to sell packaged beer and wine would probably be requested if a store were to come into the Village. Discussion ensued regarding liquor licenses and reasons for restrict- ing grocery stores from selling liquor. The liquor license restrictions will be discussed further should a request be made to the Village. OUTDOOR WATER USE RESTRICTIONS With the advent of Lake Michigan water, members explored the possibility of changing the existing outdoor water use restrictions. An analysis is being prepared now comparing anticipated water usage with the JAWA contract and State allocation. Discussions will continue after review of the information being prepared by Staff. ELK GROVE VILLAGE VIDEOTAPE President Zettek reported that Dave Barth of American Film Productions recommended two things with regard to the Village' s videotape on the "Exceptional Community": 1 ) Wait to add the aerial view footage of the Village until the foreign trade zone issue is resolved; and 2) Authorize American Film Productions to interview EGV business people at the Greater O'Hare Business Exposition at a cost of $1 ,000. Consensus was in agreement with Item 1 and against doing Item 2. PERSONNEL FILES Trustee Hauser sought clarification of procedures and access to personnel files. Those clarifications were provided by the Village Manager.
