HomeMy WebLinkAboutCOMMITTEE OF THE WHOLE - 09/30/1986 - MINUTES Committee of the Whole September 30, 1986 7 p.m. � t PRESENT: Charles Zettek, Village President � C _J Edward Hauser, Village Trustee James Petri, Village Trustee OC t'T 2 '7 1936 Ronald Chernick, Village Trustee Michael Tosto, Village Trustee Joseph Bosslet, Village Trustee Dennis Gallitano, Village Trustee ABSENT: None STAFF PRESENT: Gary Parrin, Assistant Village Manager Robin Weaver, Administrative Assistant FOREIGN TRADE ZONE President Zettek related the fact that the Trustee Bosslet, Ian gray, Nancy Carlson, and representatives of the Department of Commerce and Community Affairs met with the Port Authority to discuss Harvey Zorn's and the International Trade Services Company's apparent lack of interest/cooperation in establishing a Foreign Trade Zone in Elk Grove Village unless that company owns and leases the property/ buildings. Frank Albert of the Port Authority indicated that Harvey Zorn has first right of refusal but that someone else could get the license if Zorn wasn't interested. Ian Gray and Nancy Carlson will identify possible firms and parcels for review. INDAB UPDATE Trustee Bosslet requested that INDAB provide more frequent reports on their work. Staff was directed to schedule INDAB for a Committee of the Whole meeting, preferably October 21, 1986. LIONS CLUB DONATION Consensus was to accept a Lions Club donation of a weapon display case (approximate value: $200). KORBECK'S AUTO REPAIR SHOP Members discussed the possibility of filing an objection with the County to the proposed business expansion at Korbeck's Auto Repair Shop. An alternative is to annex the property:. Members directed Staff to discuss annexation with Korbeck and determine compliance with Village codes and ordinances. . . .continued -2- LINE of STGRY Consensus of the members was to give Staff the authority and responsibility to judge each line of signt infraction on its own merit, based on the following framework: - If 3' of hedge height doesn't interfere with line of sight, allow a 3' hedge. - In the older sections of the Village, be flexible, have temperance. Don't go by the letter of the law for an ordinance that hasn't been enforced. We want safety. If we can obtain safety without a strict interpretation of the law, then that is what the Building Department needs to accomplish. - Can't permit bushesfshrubs/evergreens to hang over the sidewalk. - Put the line of sight requirement in the new resident package. Enforce the ordinance in the newer sections of the Village where the shrubs bushes/trees are small enough to move and re-locate. Stop potential Zine-of-sight pro- blems before there is a problem. - Look at the intersections of Village streets with main arterials more closely. Gary Parrin's suggestion of having staff prepare photos or a video- tape of sample judgments for C.O.W. review was accepted. UTILITY SSTENSIONS - DEVAA AVENUE The costs advantages and disadvantages of the Village's installing water and sanitary sewer lines along Devon Avenue (from Carlisle to Tonne Road) were discussed. Members want to discourage single lot annexation and development. Consensus was to install watermain from Carlisle to Tonne with no recapture fees required of parcels currently annexed to the Village. The recapture will be placed on the unincorporated properties for the entire expense including the cost to go under Salt Creek and Ridge Avenue and across the Commonwealth Edison property. The recapture fees would not include interest. EGV will incur the costs associated with taking the watermain across the Devon Avenue Market property to Tonne Road. The sewer will be installed at the Village's expense and recaptured from the benefitting unincorporated properties. The sanitary sewer would not be installed until such time that a developer/owner has concluded annexation with the Village. A segment by segment cost estimate was requested from Staff. ...continued -3- SIDEWALK REPLACEMENT Members considered whether or not to replace sidewalk along Nicholas Boulevard between Landmeier and Higgins Roads. As the survey from the Greater O'Hare Association had not been received, a decision was delayed. ASPHALT OVERLAY ON DRIVEWAYS Consensus agreed that driveways with asphalt installed prior to December 31, 1985 be accepted and that use of asphalt on driveways after that date be removed and herein strictly enforced.
