Efforts to acquire a Foreign Trade Zone (FTZ) despite difficulties with International Trade Services (ITS) have been made. Possible locations and companies in Elk Grove Village have been physically shown to the Chicago Port Authority. If ITS will not operate such facilities, it could be operated by the Village or an outside entrepreneur. The Illinois Department of Commerce and Community Affairs (DCCA) is working closely with EGV. Other items mentioned were: The Greater O'Hare After Hours meeting which EGV hosted; placement of various advertisements in publications; Village appearance at Matsui on Japanese television; and speaking engagements. Consensus was to schedule INDAB to provide updates at COW meetings every three months or more frequently as needed. Attendance by Village and/or INDAB personnel at a conference in Osaka, Japan from November 16-19, 1986 was discussed. The contract between INDAB and the Village expired October 1, 1986. At Ian Gray's request, members agreed not to renegotiate the contract until FTZ status is resolved. SPACE UTILIZATION - PUBLIC WORKS GARAGES Trustee Tosto presented the space utilization options for the Public Works garages. The recommendation of the Director of Public Works and the Capital Improvements Committee was explained . ..continued -l- and basically consists of: locating the Vehicle Maintenance Division and off-season storage at the West Garage; and at the Landmeier Garage, make the following changes: utilize the lower level meeting room (former Council Chamber) for locker rooms and lunchroom; relocate the Foreman Offices to be closer to the other administrative offices; and open up areas for interior parking stalls for vehicles and heavy equipment. Donohue and Associates (who previously had authorization to complete detailed drawings) will be directed to proceed accordingly. The possibility of a "butler" building along one side of the West Garage for storage purposes was debated. It will be re-examined after detailed drawings and cost estimates are completed. POUR-WAY STOP SIGN (West Glenn Trail & Biesterfield Road) The Village has been ordered to remove the stop signs on Biesterfield Road at W. Glenn Trail by the federal government because traffic does not warrant the signs. No accidents have occurred at that location. Concerns over pedestrians crossing Biesterfield Road during peak traffic periods resulted in members' consensus to install a pedestrian (and side street) activated traffic light similar to the installation at Evergreen and Oakton. Staff was directed to seek permission to retain the existing stop signs until the light can be installed. The design work will be done in-house and installa- tion is expected for Spring, 1987. The rough cost estimate is $50,000. VFW SIGNS The local VFW Post has requested permission to install signs (22) on existing population signs in the Village. The wording "Safety First Save a Child" appears above and below the VFW symbol on the signs. No consensus was reached. THROUGH TRAFFIC - WESTGATE AND STOCXBRIDGH SUBDIVISIONS Members discussed various options for handling the traffic problem in the Westgate and Stockbridge subdivisions including: removing the existing turn prohibition signs; adding signs on Julie Drive and University Lane to prohibit turns onto Plum Grove Road during evening peak traffic periods; and extending Biester- field Road through to Plum Grove Road. If turn prohibition signs remain on Plum Grove Road, they may also be needed to prohibit turns onto Oriole Drive during the morning peak traffic hours. It was noted that the Village of Schaumburg has received numerous complaints from their residents who object to the current turn prohibition signs. . ..continued -3- President Zettek stated that our residents are now calling and writing to oppose the signs. While Chief Engelbrecht recommend- ed that all turn prohibition signs be removed, there was another alternative in the October 7 report to place No Left and No Right Turn signs on Baltimore and Newberry at Julie.
