HomeMy WebLinkAboutCOMMITTEE OF THE WHOLE - 11/18/1986 - COMMITTEE OF THE WHOLE MINUTES November 18, 1986 PRESENT: Charles Zettek, Village President Michael Tosto, Village Trustee Edward Hauser, Village Trustee Joseph Bosslet, Village Trustee Dennis Gallitano, Village Trustee James Petri, Village Trustee ; ABSENT: Ronald Chernick, Village Trustee STAFF PRESENT: Charles Willis, Village Manager Gary Parrin, Assistant Village Manager Alan Boffice, Village Engineer Robin Weaver, Administrative Assistant MWTING DATES Following discussion, consensus was reached to cancel the Village Board meetings scheduled on 12-9-86 and 12-23-86, and to call a special meeting on 12-16-86. CONTRIBUTIONS FOR VILLAGE HALL Members decided not to accept offers of contributions for objects in the Village Hall expansion. DEVON AVENUE UTILITY EXTENSIONS Trustee Tosto sought concurrence to have Staff proceed with efforts to install water and sewer utilities along Devon Avenue (between Carlisle Avenue and Tonne Road). Terms of recapture were discussed. Members agreed to proceed with watermain installation now and sewer installation after developer(s) annex property and would be ready to proceed with construction. Consensus was reached to include the cost of installation of utilities across the flood plain area in the costs per acre to be recaptured on other properties. If flood plain properties are developed, they would be required to pay the recapture fees and those fees would be rebated on a prorated basis to properties previously annexed. DESTRUCTION OF PUBLIC PROPERTY - Parkways Parkways in the industrial park are frequently damaged by trucks. An example on Estes Avenue was raised by Trustee Tosto. It is difficult to witness, or fine offenders, as much of the damage occurs at night. Mr. Willis will pursue a solution to the problem. continued. . . TRAFFIC SIGNAL OGTAGSS Recently, traffic signals at four major intersections were either not working or only flashing lights during morning rush hours. Members stated that traffic control by police officers was either non-existent or inadequate, depending on the intersection. Mr. Willis responded that directing traffic is both risky and could require two persons due to the volume and risk. As four signals were affected, it is difficult to undertake traffic control at each. Trustee Bosslet requested a report on Police actions taken that morning with respect to the signals. LAND DONATION Mr. Willis reminded members that there are two parcels of land which the Village may wish to accept as donations. The properties are located at: 1) Placid Way adjacent to the twelve acres along Salt Creek which the Village maintains; and (2) south of Arlington Heights Road along Salt Creek and the Bridge. Consensus was to accept both parcels. ZDOT PUBLIC BEARING - ELGIN-O'RARE R"RESSWAY It was reported by Mr. Willis that of the two alternative routes for the Elgin-O'Hare Expressway presented by IDOT, neither one is routed through existing homes in Bensenville. OARTON STREET Trustee Hauser noted concern that the hours studied in a recent police report on Oakton street were not during peak traffic hours. Installation of an additional stop sign on Wildwood was discussed. The Federal Highway Department has not signed off on the project.
