HomeMy WebLinkAboutCOMMITTEE OF THE WHOLE - 01/20/1987 - COMMITEE OF THE WHOLE January 20, 1987 7:37 p.m. MEMBERS PRESENT: Charles Zettek, Village President Michael Tosto, Village Trustee Edward Hauser, Village TTuLtee James Petri, Village Trustee Ronald Chernick, Village Trustee Joseph Bosslet, Village Trustee Dennis Gallitano, Village Trustee MEMBERS ABSENT: None STAFF PRESENT: Charles Willis, Village Manager Gary Parrin, Assistant Village Manager Robin Weaver, Administrative Assistant Alan Boffice, Village Engineer Fred Engelbrecht, Chief of Police SIGRAGE - WESTGATE/STOCRBRIDGE SUBDIVISIOUS Members discussed the results of a survey taken in November 1986 concerning the placement of traffic signage in the Westgate and Stockbridge Subdivisions in the Village. Results were found to be inconclusive. Chief Engelbrecht reported on the reduction in traffic counts since installation of the signs. Mr. Willis and Al Boffice provided clarification on the reason for and scope of the study by Homer Chastain and Associates as contracted by the Village. The study is to determine and analyze the need for an east-west roadway between Wise Road and Meacham Road, and to determine the optional characteristics for such a roadway (if need is determined) based on traffic needs of the entire area. A solution to cut-through traffic was not requested. President Zettek added that after receipt of the consultant's report, factors such as cost, noise, change in area, and property condemnation would have to be considered by the Board. The impact of constructing the roadway at 1/2 or 3/4 of the recommended size could be reviewed. Such consideration is not in the scope of the current study. Following discussion, consensus was to restrict westbound traffic through the subdivisions during the evening hours. Chief Engelbrecht was asked to determine an appropriate placement of signage to accomplish this goal. ZRDUSTRIAL SIDEWALK SURVEY Members reviewed the results of an industrial survey. Trustee Tosto presented Capital improvements Committee recommendations regarding industrial sidewalks: . . . .continued. . . . -2- 1) Revise driveway aprons where required to increase width at curb; 2) Strictly enforce no parking or driving on sidewalks; 3) replace sidewalks vs. eli-minating them; 4) Where sidewalks are damaged by trucks, seek payment from property owner; 5) Where sidewalks are damaged from across the street, ask owner across street to pay; and 6) For high exposure sidewalks, either set back or build to stronger standards. Consensus was to have the Director of Public Works evaluate sidewalks in the industrial park on a geographical basis to determine those sections of sidewalks which have deteriorated or have been broken so badly as to be hazardous and are in need of repair. Consensus of the members was to replace carriage walks on an emergency basis only. NICHOLAS BOULEVARD - WATER DETENTION Al Boffice described the proposed use of a shallow, wide swale in the parkways between driveways along Nicholas Boulevard to retain water for short periods of time. Consensus was to approve the idea and incorporate it into engineering design for reconstruction of the street. REQUESTS FOR FUNDS: LIONS, ROTARY, SHELTER, SALVATION ARMY Following debate, a majority of members agreed: a) to fund the Rotary Club $3,000 for entertainment at Elk Grove Village Night during the May Festival; b) to fund $4,000 to Lions Club for 4th of July fireworks if such a request is made; c) not to fund Shelter, Inc.; and d) not to fund the Salvation Army. GOLDEN CORRIDOR FUND REQUEST Members agreed not to fund the requested $800 to Harper College for the Golden Corridor matching fund program with the State of Illinois. RIWANIS DONATION Permission was granted to Mr. Willis to receive a donation of $260 from the Kiwanis Club for the purchase of crime prevention coloring books. . . .continued. . . -3- ST. PATRICK'S DAY PARADE The Village has beer asked to encourage participation of local organizations in the northwest suburban St. Patrick's Day Parade. Consensus was to copy the requesting letter to pertinent organizations. PART-TIME EMPLOYEE BENEFITS It was the consensus of the members to provide health insurance, dental insurance, life insurance and death/dismemberment insurance to permanent part-time employees who have at least 15 years of continuous service with the Village and who meet or exceed 30 hours of work per week.
