Members Present: Charles Zettek, Village President Edward Hauser, Village Trustee James Petri, Village Trustee Michael Tosto, Village Trustee Joseph Bosslet, Village Trustee Dennis Gallitano, Village Trustee (arrival 7:35 p.m. ) MEMBERS ABSENT: Ronald Chernick, Village Trustee STAFF PRESENT: Charles Willis, Village Manager Gary Parrin, Assistant Village Manager Robin Weaver, Administrative Assistant George Coney, Director of Finance OTHERS PRESENT: Ian Gray, Nancy Carlson SCONONrC DRVNLOPNNNT CONSULTANT REPORT Ian Gray and Nancy Carlson related their efforts on behalf of the Village as listed on their written report (attached). Gray and Carlson will assist Draper and Kramer in the Tech II ground breaking activities and attend a Foreign Trade Zone seminar in March in Detroit, Michigan. Zettek requested that the consultants obtain information on the Foreign Trade Zone operator position including a job description, salary range, experience requirements, qualifications, and personal traits. He also requested a list of at least three successful Foreign Trade Zones in the United States. The consultants were alerted by Trustee Petri that Fuji Photo could use their assistance in looking for a larger facility. It was noted that the professional service contract with INDAB, Inc. would expire on April 30, 1987. 1-290/Biesterfield Road interchange Zettek stated that he had spoken to Repr. David Harris regarding the proposed I-290 Interchange at Biesterfield. During that conversation Repr. Harris refuted the staff minutes taken during a recent citizen rally and instead claimed neutrality on the issue. -2- NORTRSASTRRff ILLINOIS PLANNING COMMISSION (N.X.P.C. Members discussed the merits of continuing membership in N.I.P.C. BUDGET MEETINGS A schedule was established for budget meetings at 7 p.m. on the following dates: February 23, March 3, March 5, March 9, March 16 and March 17. The Village Manager was directed to schedule specific department(s) each night. The step plan proposal will be discussed March 3. FUJI PHOTO PARKING PROBLEM Fuji Photo Film at 1000 Pratt requested relief from the 2-hour on-street parking restrictions. Due to the number of employees, sales representatives and visitors, there is insufficient parking available at their location. Following discussion, the consensus was to maintain the existing parking restrictions and to recommend that the firm seek out additional parking availability in the area. The Holiday Inn was noted as a possiblity, as well as the use of their van to transport Fuji employees. FINANCIAL REPORTS Bosslet requested that a financial report be prepared and distributed showing revenue projections compared to receipts to date for FY 1986-87. Members requested quarterly financial status reports, also. TANNING BSD REGULATIONS Zettek stated that according to the Board of Health minutes, Pat McHale was awaiting a response from him with regard to tanning bed regulations. He knew of no such request, just that a packet of information had been forwarded. Staff was directed to contact the Northwest Municipal Conference for information on sample regulations, communities currently regulating tanning facilities, and ordinances from those communities. SURPLUS FOOD PROGRAM Gallitano advised the Board that Community Service was exploring the feasiblility of contracting with the Federal Government to distribute surplus food to needy . . .continued • 1 -3- Elk Grove Village residents. Discussion centered on: apparent Elk Grove Township reluctance to take on the program; space needs; manpower needs; definition of needy; whether or not the program could be restricted to Village residents; and the policy issue of Community Service's continuing as a referral service rather than expanding into provision of services. Gallitano will advise the Community Service Board of the questions being raised by the Village Board and obtain further information on the program. In addition, Elk Grove Township will be asked to provide a written posture on the food distribution program.
