Both are aware of each other's posture. Zettek noted that the Biesterfield Road extension report will be released at some date. However, its release would be predicated on review and approval by the Village Attorney since there are issues of condemnation, land acquisition and land values. CARIES said that it is the intent to get information out to the residents. That was to have been the purpose of their first meeting with the Village Board. Cost of the mailing ($7-10,000), integrity of the information, and what would be gained, were of concern to Zettek. Of concern to the CABIES was the need to inform residents about the extension and interchange, gain an assessment of residents feels/opinions. Tosto stressed that residents that are not affected will not respond. -2- Zettek 2-Zettek reminded those present that the Village Board wouldn't be bound by a poll because that would relinquish their rights as elected officials. When asked if the CABLE group would support the interchange if that were the result of the poll, they responded that they would advise their group to support the interchange if an overwhelming (3 to 1) vote was in favor of the interchange. Brother Philip Kennedy (ABMC) advised the Village that the Chief of Emergency Services agrees that the interchange will save time and lives. CABIES'goal is to obtain a true assessment of public opinion. A poll or referendum will accomplish the gathering of public opinion. Willis noted that polls will give you results but not necessarily a representative sampling. Absence of response to surveys is sometimes shocking. The Village Board will not accept a referendum. There are 15,000 registered voters but less that 2,000 would probably vote in the November school elections. There would be an insufficient turnout and the results would not be a true assessment of public opinion. CABIES said that the last election (April) showed apathy. Zettek said it tells him that our residents are satisfied with their government. The CABLES did go back to their group to discuss the concessions from the last meeting with the Village Board. The group (30-35 people) did not want concessions since their posture is the same - no interchange. As Willis noted, governments are spending money to facilitate traffic. If those present agree that a community should not facilitate the movement of traffic and should not have the streets used by traffic from outside the community, then they should work in the community where they live. The Village needs to get traffic into and out of the Village just as other communities do for our residents. Zettek stressed that the decision on the interchange rests with the Village Board. What the CABIES need is of no consequence since it's what the entire community needs that counts. A fair representation of opinion is difficult to obtain since only the affected geographical area will respond. -3- Willis suggested the Village and CABIES exchange thoughts on what to say on an informational sheet and how to obtain a fair sampling of the Village. Both groups must then agree on what to do with the results. Governing authorities such as the HWMC, IDOT, Hoffman Estates, Schaumburg and Elk Grove support the interchange. All recognize that the objections are from a localized group. Zettek noted that whatever the Village does to placate one group will alienate another group. The next meeting will be on Monday, June 8, at 8 p.m. Before the 8th, both groups will exchange the information that would be presented during a poll (50-60 words), how it would be presented, and what to do with the results.
