HomeMy WebLinkAboutCOMMITTEE OF THE WHOLE - 07/21/1987 - COMMITTEE OF THE WHOLE July 21, 1987 7:00 p.m. Elk Grove Village MEMBERS PRESENT: Charles Zettek, Village President Michael Tosto, Village Trustee Joseph Bosslet, Village Trustee Edward Houser, Village Trustee James Petri, Village Trustee Dennis Gollitono, Village Trustee MEMBERS ABSENT: Ronald Chernick, Village Trustee STAFF PRESENT: Charles Willis, Village Manager Robin Weaver, Administrative Assistant RAZIM/BOYAJIAN PROPERTY - 555 BIESTERFIELD ROAD Trustee Houser requested that the Village Manager review records to determine why the property of 555 Biesterfield (RozimlBoyaiian) is not in compliance with Village Code relative to driveways and sidewalks. RESERVE WELLS AND EQUIPMENT Trustee Tosto requested that an inventory list of all equipment be prepared as the Capitol Improvements Committee would like to review it at their next meeting. Members discussed reasons for maintaining some of the Village's wells and pumping equipment in reserve status. A report was requested which would include recommen- dotions on which wells to maintain, cost to maintain and recommended length of time to maintain in reserve status. Additionally, members asked to know how many re- serve wells ore being maintained by other communities. PEDESTRIAN ACTIVATED LIGHT - ARLINGTON HTS. RD./BIESTERFIELD RD. The possibility of altering the Arlington Heights Rd.18iesterfield Rd. traffic signal to odd o pedestrian activated function was discussed. Concerns about safety, traffic flow, cost and feasibility were raised. A report from staff was requested on these points and on possible alternatives, such as walk lights or changes in the timing of the signal. Con V d. Page 2 PROPOSED BIANCO ANNEXATION Members reviewed the proposed Bianco Annexation Agreement. They found Section 6 to be unacceptable in that the Owner-Developer should not be permitted to end his financial obligation to pay for 1/2 of the traffic signal cost of ter a 5 year period. The property includes a 30 foot wide access to Higgins Rood. Members requested that staff evaluate whether that 30 foot wide access should become public roadway and connect to Howard or its use prohibited. Another possibility considered was the extension of Howard Street easterly to Higgins Rood. It was noted that language regarding a Special Location Plan hod not yet been drafted.
