CONSENT AGENDA a. Consideration to authorize payment in the amount of$16,895.00 for FY 2016-17 membership dues to the Northwest Municipal Conference (NWMC). (Membership dues to the Northwest Municipal Conference are based on population and are assessed at a per capita rate of$0.510. The dues amount is the same as the previous year's rate.) b. Consideration to award a purchase contract through the National Joint Powers Alliance (NJPA) Joint Purchasing Cooperative to Atlas Bobcat of Elk Grove Village, IL for the purchase of one (1) Toolcat 5600 G-Series with accessories in the amount of$77,947 from the Capital Replacement Fund. (The Department of Public Works is replacing one (1)John Deere tractor that is 23 years old and for which parts are difficult to locate. (The Bobcat Toolcat 5600 G-Series and attachments are available with base pricing established by the NJPA Purchasing Cooperative and extended through the local Bobcat dealer, Atlas Bobcat of Elk Grove Village, IL. (The leaf vacuum collector will be utilized for mowing, sweeping, stump grinding and material handling. (Adequate funds are budgeted in the Capital Replacement Fund. Page 1 of 5 (The Director of Public Works recommends approval.) c. Consideration to adopt Resolution No. 13-16 (attached) authorizing the Mayor to execute a Letter of Receipt stipulating the terms of an agreement for an application seeking a Cook County Class 6B Property Tax Exemption status pursuant to the Cook County Real Property Classification Ordinance as amended February 15, 2006 for certain real estate located at 645 Lunt Ave. (The Law Offices of Sarnoff&Baccash, on behalf of Basic Holdings Inc. (Applicant), is seeking a Cook County Class 6B Property Tax Exemption for 645 Lunt Ave. (The Applicant intends on purchasing the building for its use consisting of assembly, kitting,warehousing, and distribution of point of purchase displays. (The Applicant currently operates three locations in Elk Grove Village totaling 220,000 square feet employing approximately 80 employees. Due to rapid business expansion the Applicant requires the additional building. Twelve full time employees will be relocated to the new site with an additional ten new jobs to be created. (The subject property consists of an 8,000 square foot building that has been vacant since November of 2014. (The Applicant intends on spending $45,449 to $90,898 to refurbish both the interior and exterior of the building. Including: update the existing fagade,update existing landscape, add new illuminated sign, mill, resurface and stripe parking lot, and replace concrete apron and drive to conform to ICRC standards. (The goal of Class 6B is to attract new industry, stimulate expansion and retention of existing industry and increase employment opportunities. The eligibility requirements for 6B status are new construction, substantial renovation or buildings that have been vacant for a period of time. (This site qualifies as it involves occupation of an abandoned building for less than twenty-four(24)months continuous vacancy with a purchase for value, special circumstances and significant rehabilitation. (Property approved for Class 6B status allows the owner of the property to have the assessment level lowered for a period of twelve years. The assessment schedule is 10%of fair market value for ten years then 15% in the eleventh year and 20%in the twelfth year. Industrial property is currently assessed at 25%of fair market value in Cook County. (The Director of Business Development and Marketing recommends issuing a Letter of Receipt.) d. Consideration to adopt Resolution No. 14-16 (attached) authorizing the Mayor to execute a Letter of Receipt stipulating the terms of an agreement for an application seeking a Cook County Class 6B Property Tax Exemption status pursuant to the Cook County Real Property Classification Ordinance as amended February 15, 2006 for certain real estate located at 149 Seegers Avenue. (221 Lively Boulevard Ventures (Applicant) is seeking a Cook County Class 6B Property Tax Exemption for the property located at 149 Seegers Avenue. (The Applicant intends on leasing the building to a related entity called Vitralum Industries. Vitralum is currently located in Elk Grove Village at 1401 East Higgins Road Page 2 of 5 in Elk Grove Village. (Occupation of this space will expand their footprint in the Village encompassing the entire building footprint. (Vitralum is an industry leader in manufacturing of high-end aluminum windows and doors. (They intend to use the new building for the purposes of manufacturing window and door framing systems. (The Applicant intends on spending $84,000 to refurbish both the interior and exterior of the building. Including: update the existing faeade, update existing landscape, mill, resurface and stripe parking lot,replace concrete apron and drive to conform to ICRC standards, and interior build out. (The goal of Class 6B is to attract new industry, stimulate expansion and retention of existing industry and increase employment opportunities. The eligibility requirements for 6B status are new construction, substantial renovation or buildings that have been vacant for a period of time. (This site qualifies as it involves occupation of an abandoned building for more than twenty-four(24)months continuous vacancy without a purchase for value and significant rehabilitation. (Property approved for Class 613 status allows the owner of the property to have the assessment level lowered for a period of twelve years. The assessment schedule is 10%of fair market value for ten years then 15% in the eleventh year and 20% in the twelfth year. Industrial property is currently assessed at 25%of fair market value in Cook County (The Director of Business Development and Marketing recommends issuing a Letter of Receipt.) e. Consideration to adopt Resolution No. 15-16 (attached) approving a Grant of Easement for Ingress/Egress between the Village of Elk Grove Village and the Board of Education of Township High School District 214. (Water level monitoring equipment along Salt Creek was installed for the Busse Woods Reservoir South Dam Modification Project. (An easement is required to access the water level monitoring equipment and new monopole with radio antenna at Elk Grove High School, 500 Elk Grove Boulevard. (This resolution approves a Grant of Easement for Village Ingress/Egress from School District 214 for a forty foot(40') easement along the northwest property line. (The Director of Community Development recommends approval.) 7.REGULAR AGENDA a. Consideration to grant special permission authorizing outdoor seating at Tandoori Indian Grill located at 627 Meacham Road in conjunction with the seating plan approved by the Community Development Department. (Tandoori Indian Grill submitted a request to the Village seeking approval for seasonal outdoor dining. They propose to have five (5)tables with two (2) chairs at each table. (The Village has authorized similar requests for food establishments provided that there are no detrimental effects on the area. Page 3 of 5 (Tandoori Indian Grill has agreed to maintain the area with respect to cleanliness and trash. PC Docket 16-1 -A Public Hearing for a Special Use Permit to operate a religious institution in accordance with Elk Grove Zoning Ordinance No. 2410, Chapter 3, Section 3-5:13 on the property located at 1550 Higgins Road(PH 5-23-2016) 9.ZONING BOARD OF APPEALS-Village Manager Rummel a.
