Members reviewed the list of Capital projects,
examined priorities, set schedules, and discussed
funding for the proposed Capital projects.
Members inquired about using excess revenues
from the General Fund as additional funding for the
proposed projects. The Director of Finance discouraged
this method indicating that a reserve is needed in
the General Fund for emergency operating expenses.
Members questioned the status of the
bicycle/pedestrian overpass on Higgins Road. Staff
reported that IDOT has not heard from the Forest
Preserve. Members directed Staff to prepare a letter
to IDOT prompting some action and expressing the
Village's support of an overpass and our willingness
to contribute to its construction.
A question was raised regarding funding for
the leaf pick-up program. Staff indicated that funds
would be available in the General Corporate Fund for
such a program.
Members then discussed future capital projects
such as road repairs and modifications to the
Biesterfield/Arlington Heights Road intersection.
The Director of Finance reviewed his
recommendation to go to the market at the same time
as the $4.5 million bond issue for the Library.
Consensus was to concur with the Finance
Director's recommendation of a $5.5 million bond
issuance for Elk Grove Village plus $4.5 million for
the Library.

TRANSPART
Members discussed the Local Corridor Agency
(LCA) and how the Village would be involved.
ART CENTER
Members reviewed the Art Center's request, noting
that the Village has budgeted $3,000 for art work
at the Village Hall.
Consensus was to work with the Art Center to
acquire appropriate paintings for the Village Hall.
BUILDING LEASE WITH ARLINGTON HEIGHTS/CENTRAL DISPATCH
Members inquired about the status of the building
lease.
Staff reported that Central Dispatch's Board
of Directors will meet on April 20, 1989 to discuss
the matter and determine a recommendation.
PACE - BUS SERVICE
Members received a report prepared by PACE
regarding the cost of operating a bus service in Elk
Grove Village.
RESPONSE TO LETTER PROW RESIDENTS Off BALTIMORE
Consensus was to defer action on this matter.
COOK COUNTY C0AWWITY DEVELOPMENT BLOCK GRANT
Members reviewed a report from Staff summarizing
the Village's responsibilities associated with the
Park District's receiving CDBG funds for an addition
to the Grant Wood Senior Center.
Concerns were raised regarding the administrative
costs of developing a Fair Housing Action Plan and
implementing a Fair Housing Ordinance which is one
of the requirements in order to be eligible for CDBG
funds.
Consensus was to take the matter under advisement
and make a determination at a later date.
CROSS-HATCHING OASTOH
Members discussed a resident's concern about
cross-hatching a portion of Oakton Street to discourage
motorists from driving two abreast and to create
protected parking for residents along Oakton.

Consensus was to concur with Staff's
recommendation not to cross-hatch the area because
it would not necessarily keep motorists off that portion
of the roadway but may cause more confusion and increase
the chance of accidents.
MOUNT PROSPECT/SLK GROVE RURAL FIRS DISTRICT
Members inquired about the status of the
agreement.
The Village Manager indicated that the agreement
has been executed, the territory has been de-annexed,
and the municipalities will now divide the territory
for fire and ambulance service calls. Currently, the
Village response line ends at Elmhurst Road.
Consensus was to direct Staff to consider the
annexation of some of the land available and prepare
a recommendation.
