HomeMy WebLinkAboutCOMMITTEE OF THE WHOLE - 05/16/1989 - COMMITTEE OF THE WHOLE Meeting May 16, 1989 Elk Grove Village 7:08 p.m. MEMBERS PRESENT: Charles Zettek, Village President Edward Hauser, Village Trustee James Petri , Village Trustee Joseph Bosslet, Village Trustee Ronald Chernick, Village Trustee Dennis Gallitano, Village Trustee MEMBERS ABSENT: Michael Tosto, Village Trustee STAFF PRESENT: Charles Willis, Village Manager Gary Parrin, Assistant Village Manager Julie Strahl , Administrative Assistant Patricia Smith, Village Clerk CLOSING HOURS FOR DRINKING ESTABLISHMENTS A so present were representatives from local liquor establishments. Members reviewed a report from Staff which discussed the number and types of incidents occurring at drinking establishments which have a Class "AA" liquor license allowing extended hours. The subject report indicated that the liquor establishments with Class "AA" licenses have the preponderance of police calls. Additionally, nearby municipalities have either reduced or are considering the reduction of hours that liquor establishments can remain open. As a result, members did not want to encourage residents from other communities to come to Elk Grove liquor establishments after bars in their own communities have closed. Members then reviewed a proposal to amend the closing hours from 4 a.m. on weekdays and 5 am. on weekends, to 1 a.m. on weekdays and 2 a.m. on Fridays and Saturdays. Members also discussed the possibility of eliminating all "AA" licenses by establishing an "A" license only which requires 2 am. weekday closings and 3 a.m. closings on weekends. Owners of liquor establishments expressed a need to remain open in order to serve the various - shifts in the industrial park and O'Hare Airport. Following discussion, consensus was to take the matter under advisement. CENTEX LETTER Members recommended several ways to commemorate the completion of Centex construction in the Village. Consensus was to contact Centex about possible commemoration events. * Revised 5-24-89 -2- LINE OF SITE AT WISE h BIESTERFIELD ROADS Consensus was to lower the berm at the intersection of Wise and Biesterfield Roads. SIGNAGE AT BIESTERFIELD AND ARLINGTON HEIGHTS ROADS Consensus was to erect a sign at the intersection of Biesterfield and Arlington Heights Roads indicating "No Turn on Red When Pedestrians Are Present". CONSOLIDATION OF THE BUILDING AND ENGINEERING DEPARTMENTS Consensus was to concur with a recommendation from Staff to consolidate the Building and Engineering Departments which would subsequently be called the Department of Engineering and Community Development. P.A.C.E. - MUNICIPAL BUS SERVICE Consensus was to establish a dialogue with P.A.C.E. regarding a municipal bus service. VANGUARD - PARCEL 'E' HOMEOWNER'S ASSOCIATION Consensus was to direct Staff to respond to a 5-4-89 letter from Christine Evans of the Vanguard Management Corporation. * EXEMPTION FROM 9-1-1 Consensus was to concur with the Village Manager's recommendation that no agency should be exempt from the 9-1-1 surcharge, except the local municipal governments, per State Statute. CABLE T.Y. FRANCHISE FEES; PARK LAND IN WINDEMERE; TWO-THREE ACRE PARCEL ALONG ROHLWING ROAD Members expressed a need to meet with the Park District on the above mentioned matters. AL TIERNEY'S SUGGESTIONS VIA CITIZEN COMMUNICATION CARDS It was noted that all suggestions had been relayed to the President and Board of Trustees. USE PLAN FOR COURT ROOM Members discussed the need to begin thinking of possible uses for the court room facility once the court proceedings have been relocated to Rolling Meadows.
