HomeMy WebLinkAboutCOMMITTEE OF THE WHOLE - 09/19/1989 - CAPITAL IMPROVEMENTS/NEW FIRE STATION/ENCLOSE OF EG BLVD DITCHES v � COMMITTEE OF THE WHOLE MEETING Elk Grove Village September 19, 1989 7 p.m. MEMBERS PRESENT: Charles Zettek, Village President James Petri, Village Trustee Joseph Bosslet, Village Trustee Michael Tosto, Village Trustee Ronald Chernick, Village Trustee Dennis Gallitano, Village Trustee (7: 30 p.m. ) MEMBERS ABSENT: Edward Hauser, Village Trustee STAFF PRESENT: Village Manager Charles Willis Assistant Village Manager Gary Parrin Administrative Assistant Julie Strahl Director of Finance George Coney Director of Engineering and Community Development Al Boffice Utilities Superintendent John Stukel Fire Chief James MacArthur Deputy Chief Robert Herman Captain Al Mergens Lieutenant Greg Riddle (Fire) EXECUTIVE SESSION A motion was made by Trustee Tosto andiseconded by Trustee Bosslet to go into executive session following the Committee of the Whole meeting for the purpose of discussing land acquisition. CAPITAL IMPROVEMENTS Members reviewed and discussed recommendations from Staff for capital projects which could be funded by the increased income tax revenues. NEW FIRE STATION Representatives from the Fire Department were present to discuss the possibility of another fire house -north of Landmeier Road along Oakton. The Fire Chief indicated that at least three ( 3 ) acres would be necessary in order to include a training facility. The Fire Chief cited several reasons why a new station is needed: 1. Maintenance of standard response times; 2. The outgrowth of the Landmeier Fire Station; 3 . The improvement of the current fire insurance rating. The Fire Chief also recommended the purchase and development of a drafting pit. The estimated costs for the proposed projects are: New Station $820,000 Training Facility 150,000 Drafting Pit 15,000 ENCLOSURE OF ELK GROVE BOULEVARD DITCHES The areas being considered for enclosure include: Reverend Morrison Boulevard west to Brantwood Elk Grove Boulevard east to Victoria The estimated cost for enclosing the ditches is $1,800 ,000. Members also expressed concern regarding the back-up of water in the ditches. Staff indicated that the primary reason for the accumulation of standing water is due to heavy siltation. Members directed Staff to look into the situation and recommend a course of action. Members continued by reviewing a comparison of alternatives from the 1982 Drainage Ditch Feasibility Study prepared by Donohue. ROAD REPAIRS/MAINTENANCE Members directed Staff to determine how Public Works could effectively utilize additional funds to augment the Street Maintenance Program. FLOODPROOF THE LIBRARY The Director of Engineering is working on a cost figure. The current estimated cost is $250, 000. The Village Manager noted that of all the potential projects received, approximately $4. 5 million is already included in the Capital projects plan. Approximately $18,920,500 represents unbudgeted items. The Village Manager continued by emphasizing the importance of utilizing the increased revenue on something visible, unbudgeted, and that would have a lasting and overall benefit to the community. Improvement of the boulevard ditches meets all of those criteria. In addition, they have been a topic of discussion for a number of years. Staff was then directed to look into the cost of updating the 1982 Drainage Ditch Feasibility Study and to develop current cost estimates. REQUEST FOR PROPOSAL Members reviewed Staff recommendations to retain Ernst and Young to conduct a compensation study on the Village' s executive group at a cost not to exceed $9,000. UPCOMING JPZ MEETING Trustee Gallitano noted that the 10-25-89 JPZ meeting has been rescheduled for 10-18-89 at 7 p.m. TWENTY-FIVE ( 25) FOOT BUILDING SETBACK REQUIREMENT The Village President called attention to another request for a variation to encroach into the required 25 ft. setback line. ROTARY DINNER Trustee Petri will represent the Village at the 9-27-89 Rotary Dinner.
