Once that information has been obtained, staff will report back to the Board. RECOVERY OF TRAINING EXPENSES Concensus of the committee was to maintain the current practice of recouping only uniform costs when an employee leaves employment of the Village while still on probation; EXTENDED MEDICAL INSURANCE TO RETIREES Questions arose as to whether the Village should make secondary medical insurance available for those over the age of 65; whether a fund should be created that employees can contribute to while working for later payment of medical insurance premiums upon retiring, and, what the rate of employee contributions to insurance premiums should be. Concensus of the committee was to refer this item to the Personnel Committee for study and recommendations. COMMITTEE VACANCIES It was the concensus of the committee that newly appointed Village Trustee Nancy Czarnik should fill all of the committee seats that were formerly held by Trustee Hauser, including acting as the Chairman of the Personnel Committee. REDISTRIBUTION OF SOLID WASTE DISPOSAL COSTS The committee was advised that this matter was referred to the Manager and Assistant Manager to make recommendations to the Village Board on what, if any, adjustments to the economic arrangements for the present recycling program are to be made. It was also pointed out that the Recycling Committee is still waiting for Garden City to submit definitive plans and programs for the collection and disposal of yard waste. COW 11/21/89 -2- YARD WASTE DISPOSAL POLICY Upon receipt of a report on the pilot leaf collection program from the Director of Public Works and plans and programs from Garden City, the Recycling Committee will develop recommendations on policies to govern the collection and disposal of yard waste and how that activity is to be funded. ANNEXATON OF PROPERTY EAST OF ELMHURST ROAD The committee agreed to maintain existing Village boundaries and not to annex any property located East of Elmhurst Road, North of Touhy Avenue, and South of the Northwest Tollway. SURVEY OF CHANNEL 6 VIEWERS It was the consensus of the committee to use the survey questionnaire prepared by the Village Board and Village Manager and mail it to all cable subscriber households shortly after January 1 , 1990. In addition, the cost for undertaking the survey is to be paid from cable franchise fees. ALLOCATION OF CABLE FRANCHISE FEES Concensus of the Board was to wait until the results of the cable survey were in and reviewed before determining an equitable distribution of cable franchise fees between the Village and the Park District. OFFICIAL COMPREHENSIVE LAND USE MAP Concensus of the committee was to make two changes to the proposed map: First, an unincorporated area bounded generally by Higgins Road to the North, Wildwood Road to the West, Guilo Avenue to the South, and extending to the Easterly side of residential property along Stanley Street shall be shown as a residential zoning classification. Second, the unincorporated areas along Devon Avenue from east of Tonne to Carlisle Avenue shall also be shown as a residential zoning classification. In addition, it was the concensus of the committee that the Village would petition the Plan Commission for the necessary public hearing to consider the official map and to make recommendations thereon. HANDICAPPED PARKING PENALTIES The committee will wait until all seven members of the Board are present for another discussion before deciding if the handicapped parking violation penalties should be increased from $50 to $ 100 . HOUSE BILL 1313: FOREIGN FIRE INSURANCE TAX The committee supports asking the State Legislature to review the new law and ammend or repeal it because the law now allows public funds to be expended by employees and not elected public officials. cow 11/21/89 -3- FIRE STATION PROPERTY ACQUISITION It was the concensus of the committee to defer this subject until an engineering report is received on enclosing the storm water ditch in Elk Grove and Father Morrison Boulevards. EXECUTIVE SESSION It was moved by Trustee Tosto and seconded by Trustee Bosslet to go into Executive Session for the purpose of discussing personnel . With a roll call vote, all voted aye.
