LIQUOR COMMISSION
President Zettek informed the committee that the Liquor
Commission meeting scheduled for March 22 , 1990 has been postponed
at the request of the defendant. The meeting is rescheduled for
April 19, 1990 at 8 p.m.
PARK DISTRICT PARADE
President Zettek noted that the Park District will be having
a parade commemorating the Park District' s 25th Anniversary.
EXECUTIVE SESSION
A motion was made by Trustee Bosslet, seconded by Trustee
Czarnik, to enter into executive session for the purpose of discussing
personnel . Upon voting, all AYES.
The meeting entered into executive session at 6: 10 p.m.
The meeting reconvened from executive session at 9:35 p.m.
RECYCLING COMMITTEE
Trustee Bosslet scheduled a Recycling Committee meeting for
Monday, March 26 , 1990 at 8 p.m.
EXPOSITION CENTER
Trustee Gallitano informed the committee that the convention
center authority is looking at the issuance of bonds which will not
have to be backed by the full faith and credit of the participating
municipalities.
FIRE AND POLICE TESTING PROCEDURES
The consensus of the committee was to have the Village Manager' s
office prepare options on how to accelerate the fire and police
testing process.

POLICE MANPOWER REPORT
Consensus of the committee was to approve an increase in
authorized strength from 66 to 70 police officers and increasing
the position of sergeants from 11 to 13 in FY 90-91 .
AMBULANCE AND PARAMEDICS
Consensus of the committee was to budget for an additional
ambulance and six (6) firefighter/paramedics as requested in the
Fire Department' s FY 90-91 budget.
SANITARIAN
Consensus of the committee was to approve a second sanitarian
position in the FY 90-91 budget.
HEALTH DEPARTMENT NURSE
Consensus of the committee was to deny the Health Department ' s
request for a nurse.
RECLASSIFICATION OF A BUILDING INSPECTOR
Consensus of the committee was to reclassify a Building
Inspector to Plan Reviewer as outlined in the FY 90-91 budget proposal
from the Department of Engineering and Community Development.
DELETION OF FOREMAN POSITION
Consensus of the committee was to delete a foreman position
and add a maintenance worker position as outlined in the FY 90-91
budget request from the Department of Public Works.
POLICE RECORDS CLERK
Consensus of the committee was to add one Police Records
clerk as proposed in the FY 90-91 budget from the Police Department.
RENTAL HOUSING MAINTENANCE INSPECTIONS
The Assistant Village Manager reported that the Department of
Engineering and Community Development could inspect the exteriors
of all rental housing units in the Village each year, and inspect
approximately 15% of the interiors of such homes each year with the
Department ' s present staff.
Consensus of the committee was to use the housing maintenance
code and inspect the exteriors of all single-family, detached rental
housing units on a yearly basis, and, based upon the condition of
the units, attempt to perform inspections of the interiors of homes
in poor condition.

RENTAL HOUSING MAINTENANCE INSPECTIONS (CONTINUED)
A report is to be submitted to the Village Board in the Fall
indicating whether licensing enforcement should be initiated, and
if additional inspectional personnel will be required.
DILAPIDATED FENCES
The committee directed Village staff to identify fences that
are in poor condition in the Village and have them repaired in a
more timely fashion.
CHANNEL 6 SURVEY
Consensus of the committee was to provide the Park District
with 100% of Elk Grove Village' s Cable Franchise Fees during FY 90-91 .
In FY 91-92 , the amount of Cable Franchise Fees transferred to the
Park District for the operation of Channel 6 will decrease to 40% of the
collected revenues. (The 5% franchise fee would be distributed
2% for the Park District, 3% for the Village) .
