COMMITTEE OF THE WHOLE MEETING

ROLLER SKATING RINK
John Parolin, an attorney representing the owner of
the Grove Mall, reported that Jewel could not sublease the
vacant grocery store for the roller rink. The Court ruled
that the roller rink would adversely affect the Grove
Mall ' s insurance rating.
GROVE MALL TEXT AMENDMENT
John Parolin addressed the Committee regarding a
proposed Text Amendment which would eliminate the
following B-1 Conditional Uses from the Zoning Ordinance:
Ice Skating and Roller Skating Rinks; Coin-operated
Amusement Centers; and Swimming Pools.
It was the consensus of the Committee to take the
request under advisement.
AMERICANA NURSING HOME
Consensus of the Committee was to allow the Americana
Nursing Home to display a temporary sign for the duration
of its Open House.
DIERKING TERRACE
The Village President inquired into the possible odor
source near Dierking Terrace. The Village Manager
reported that Garden City deposits yard waste at the
Dierking Terrace site, and uses the site as a transfer
station for the yard waste. Garden City will relocate the
yard waste farther west and will remove the yard waste
twice (rather than once) a week.
JOINT JPZ/ZBA Meeting
Trustee Gallitano called for a joint JPZ/ZBA meeting
on August 9 , 1990 . Staff is to schedule a time with the
ZBA Chairman.
PARKING IN THE 25-FOOT SETBACK
Trustee Gallitano reported that the JPZ Committee has
reached a consensus on parking in the 25-foot setback. It
was the consensus of the Committee to continue the
temporary stay enforcement and allow parking on driveways
and loading docks located within the 25 ft. setback,
provided the vehicles do not impede the access of
emergency vehicles.
It was the consensus of the Committee to discuss the
JPZ' s recommendation (to concur with the ZBA' s
recommendation to grant a variation at 2100 Landmeier) at
a later date.
PERSONNEL COMMITTEE
Trustee. Czarnik called a Personnel Committee meeting
for Wednesday, August 8, 1990, at 6 : 30 p.m.
TELEPHONE COMPANIES IN CABLE TELEVISION INDUSTRY
President Zettek informed the Committee that
Continental Cablevision inquired whether the Village would
take a posture on pending legislation which would permit
telephone companies to own and operate cable television
companies.
The consensus of the Committee was that this item is
not a local issue but instead an issue between the Federal
Government and the Cable Television industry.
ILLINOIS EXPOSITION CENTER
The Village Manager reported that the financing for
the Center is still in place except that a two-phase
agreement is now expected. The first agreement will be on
the July 24 , 1990 Village Board Agenda.
DIAL-A-RIDE BUS
The Village Manager reported that the agreement
between PACE and the Village for the Dial-a-Ride service
will be on the July 24, 1990 Agenda.
It was the consensus of the Committee to: provide
free bus service twice per week from the Senior Housing
Complex to Elks Crossing Shopping Center; and provide free
bus service five times per week from the Senior Housing
Complex to the Hattendorf Center for evening meals.
In addition, it was the consensus of the Village
Board to: increase the age from 60 to 65 for the Village' s
subsidized taxicab service; increase the subsidized fare
rate from $0.50 to $0. 55; and to operate the subsidized
taxicab program on weekends only. The age and price for
the taxicab program will coincide with the PACE
paratransit system.
