MODEL EASEMENT PROVISION LANGUAGE
The Village President informed the Committee that the
Northwest Municipal Conference has prepared model language
for public easement provisions which will allow
municipalities to further control their easements.
Consensus of the Committee was for the Village
Attorney and Director of Engineering and Community
Development to review the model language for possible use
by the Village.
HOLIDAY LIGHTING OF VILLAGE HALL
Consensus of the Committee was to spend no more than
the $5 , 000 budgeted for holiday lighting this year. Funds
may be budgeted in future years for the extension of
electrical outlets and the purchase of additional lights .
In addition, the consensus of the Committee was to
decorate the Elk statue with a ribbon.
STAFF REVIEW AND APPROVAL OF ZONING VARIATIONS
The Chairman of the Judiciary, Planning and Zoning
Committee reported that the Zoning Board of Appeals
recently inquired whether Staff could grant minor zoning
variations in order to save petitioners the time and
expense involved in holding a public hearing before the
ZBA.
The consensus of the Village Board was for Staff to
prepare a recommendation for amending the Zoning Ordinance
to allow Staff to grant variations.
GROVE MALL TEXT AMENDMENT
The consensus of the Village Board was to deny the
petitioner' s request to hold a public hearing to amend the
Zoning Ordinance which would remove ice skating and roller
staking rinks, swimming pools, and coin-operated amusement
centers from B-1 Zoning Districts.
IDOT MAINTENANCE FACILITY ANNEXATION
The consensus of the Committee was to waive the
following fees: ( 1) Water and Sewer Inspection Fee; ( 2)
10% land donation; ( 3 ) Court Reporter Fee; ( 4) Annexation
Application Fee; ( 5 ) Building and Engineering Fees.
In addition, the consensus of the Committee was that
the following fees should be paid upon annexation: ( 1 )
$500/acre Municipal Purpose Fund; ( 2) Water Meter and
Connection Charge; ( 3 ) Special Use Legal Notice Fee; ( 4)
$117/acre Recapture Fee assessed by Ordinance No. 668 .
The Committee then discussed the Plan Commission' s
Finding of Fact for a Special Use permit. The consensus
of the Committee was to direct the Village Attorney to
prepare an ordinance granting the Special Use zoning upon
annexation.
In addition, the Village Manager reported that IDOT
has asked permission to begin installing water and sewer
lines on their property before the consummation of the
annexation. Consensus of the Village Board was not to
object to the installation of the water and sewer lines
with the condition that permits for performing the work be
obtained from the Village ' s Engineering Department.
AMOCO TANK FARM ANNEXATION
Consensus of the Village Board was for Staff to
obtain Amoco' s response to the Fire Chief ' s request for
the installation of numerous fire suppression equipment.
Staff is then to report back to the Village Board.
DIAL-A-RIDE MASS MAILINGS
The Assistant Village Manager distributed a draft
brochure that PACE prepared to advertise the Dial-A-Ride
program. The consensus of the Committee was to have PACE
prepare and mail the brochure with the changes noted by
Staff .
In addition, the Assistant Village Manager
distributed a draft letter which was prepared for the
tenants of Village Grove Apartments. The consensus of the
Committee was to have the letter distributed along with a
flyer describing the Dial-A-Ride service.
