Pursuant to a duty made and approved motion and a majority vote at a regularly
scheduled meeting of the Village President and Board of Trustees on March 26, 2002 this
Executive Session was called to consider a Personnel matter.

Personnel
The Village Attorney reported that the Attorney for John Gullo has advised him of the
following:
1. They do not believe an independent audit is necessary at this time.
2. They only want an outline of the by-laws submitted for approval by John Gullo.
3. Gullo plans to submit a bill to Sister City for$20,000 in organization/office expenses.
The consensus of the Village Board was as follows:
By April 9, the following steps must be taken by Elk Grove Sister City Corporation or the
Village Trustees will sever all ties with the group:
I. An independent audit by Porte-Brown must take place. Either Sister Cities will fund
the audit, or Elk Grove Village will fund the audit if Sister Cities refuses to pay.
2. By-laws satisfactory to the Village Attorney must be approved; and,
3. No funds arc to be reimbursed to John Gullo until after the audit and assurances that
all previous commitments of Elk Grove Sister City are covered.
The Village Attorney will advise the Village Board of the Group's response.
