GARDEN CITY FRANCHISE AGREEMENT
Consensus is summarized as follows :
- Add language to allow a transitional period
for containers and to allow boxes or other
typical containers .
- Allow 50 lbs . per branch bundles , but no
limit on diameter.
- Add language for increasing the types of
recyclables during the term of the contract.
- Keep the current language for the collection
of yardwaste. Do not limit it to only
biodegradable bags .
- No need for the leaf and Christmas tree
pick-up programs suggested by Garden City.
- Solid Waste charges are reasonable.

Eliminate the pass-through language for
landfill and tax increases for both solid
waste and yard waste.
Substantiate the rates for recycling.
- Yardwaste charge is too big of an increase
and needs to be reduced significantly.
Do not participate in the kraft bag
program. Garden City should use the $4 ,500
to reflect a savings in rates .
Toter rates are far too high. Want to know
what prompted the increase since the rates
would most likely eliminate the use of the
toters .
Garden City is to do the billing and
maintain the current 3-month billing cycle.
The $55/ton processing charge is too high.
Garden City is to make a proposal which will
keep the receipts in the black. F.O. B.
should be the end user, not Garden City' s
facility.
- Franchise fee is negotiable.
ROTARY FESTIVAL: Police Traffic Control
Request from Rotary was received to control
the exit from the High School parking lot onto
Arlington Heights Road.
Request will be forwarded to the Police
Department to determine when traffic control is
needed. The service will be a no cost.
LOGO HATS
Consensus was to purchase 500 hats for sale
at the Front Counter.
ELGIN-O'HARE BARRIER FENCE
Consensus is not to contribute to a sight
screen fence in lieu of the chainlink fence that
will be installed by IDOT. Staff is to prepare a
letter to advise the residents .

SAW-CUTTING OF CURBS
Several Village Board members will view the
area before discussing the matter at the 8-13-91
Committee of the Whole meeting.
TAXICAB LICENSING
This matter will be discussed at the 8-13-91
Committee of the Whole meeting.
MISS ILLINOIS
Consensus is not to make a contribution to a
resident seeking to be Miss Illinois in the State
pageant .
LEAF COLLECTION LETTER
Consensus is to send out letter to the
residents affected by the expansion of the leaf
collection program.
Bosslet moved, seconded by Petri, to enter
into Executive Session on Personnel at 9 : 45 p.m.
