PROCHNO Village Trustee Pursuant to a duly made and approved motion and a majority vote at a regularly scheduled meeting of the Village President and Board of Trustees on 12/15/98 this Executive Session was called to consider a Land Acquisition/Litiae tion matter. Number of pages attached: 1 Date(s) of review for release: July1999L `1+5 i Date of approval for release: /0 12/15/98 6:31 p.m. LAND ACQUISITION/LITIGATION The Village Attorney stated that he had met with Bears Vice President, Ted Phillips, during the week of November 30, to discuss concerns related to the development of the Pecora property. In addition, they discussed the Bears' ability to finance a new stadium with only private funds. The Village Attorney explained that it was important for the Village Board to determine if the Bears could finance a stadium before the deadline for removing referendum questions from the April 13 ballot expires in late January. Upon discussion, the Village Board directed the Village Attorney to meet with the Bears organization prior to January 5, 1999 to request that they provide evidence of the following: 1. The financial capability of constructing a new stadium with 100% private funds; 2. Specific plans identifying that sufficient parking is available in the immediate area around the proposed stadium; and 3. That Village revenue created by the stadium would remain at $8 to 10 million dollars per year. If it is determined that the Bears cannot provide sufficient evidence that they can develop a stadium in Elk Grove, the Village Board will take action to remove the referendum question from the April 13, 1999 ballot. In addition, it was the consensus of the Village Board to not discuss the potential removal of the referendum in public until a joint statement with the Bears is released.
