Olson Human Resources Officer Pursuant to a duly made and approved motion and a majority vote at a regularly scheduled meeting of the Personnel Committee on March 31. 1998 this Executive Session was called to consider a personnel matter. Number of pages attached: 2 Date(s)of review for release: July 998 Date of approval for release: -a7-111 March 31, 1998 7:30 p.m. Executive Session/Personnel Committee Health Care Expenditures and Renewal The Personnel Committee discussed the Human Resources Officer's March 17, 1998 report concerning 1998-1999 Health Care Plan Renewal. The Committee reviewed Health Care Plan expenditures for Fiscal Year 1997-1998 with discussion of larger claims paid for specific individuals' serious illnesses. They also reviewed the impact of forecasted expenditures on current labor contract agreements and their impact on future negotiations. The consensus of the Personnel Committee was to make the following recommendations to the N-illage Board. 1. That the Village Board authorize the Village Manager to enter into a contract with HMO Illinois to provide medical benefits. The HMO is requesting a 3.1% increase. There was no increase last year. 2. That the Village Board authorize the Village Manager to enter into a contract with First Commonwealth to provide HMO dental care benefits. First Commonwealth is requesting an 8% rate increase. This is their first increase request since 1994. 3. That the Village Board review the following Village Health Care Plan Fixed Cost items. a. Gallagher Bassett medical and dental monthly administration fees of$17.25 (medical) and $5.92 (dental) per month per participant. These rates reflect reductions of$1.75 (9.2%) and 0.75 cents (11.2%) respectively. b. The Specific Stop Loss Re-insurance program with Lloyds of London at a cost not to exceed $280,389. This represents an increase of$674.00 or 0.2% over the 1997-1998 rate of $279,715. C. The Aggregate Stop Loss Re-insurance program with Lloyds of London at a cost not to exceed $19,215. This represents a decrease of$630 or 3.2%. d. The Arthur Gallagher $5,000 consultation fee. This is the same as it has been for the last 8 years. e. The Cost Care Review Service at a cost of$5.25 per participant per month. This is the same as the last 2 years. f. The Flex Spending Plan at a cost of$5.45 per participant per month. This is the same rate as the last five years. 4. That the Village Board adopt a 5% increase in the Village Self- Insured Plan monthly premium rates for medical and dental benefits. This is the first increase in five years. 5. That the Village Board concur with the Personnel Committee in authorizing the Village Manager to recoup excess claims costs from the Elk Grove Village Park District and the Northwest Central Dispatch System. The time periods to recoup excess claims costs are as follows: Park District - 24 months to recoup $183,000 deficit NWCDS - 12 months to recoup $ 57,000 deficit At the end of the first one-year period the claims will be reviewed for each participating agency to redetermine excess claims.
