PROCHNO Village Trustee Pursuant to a duly made and approved motion and a majority vote at a regularly scheduled meeting of the Village President and Board of Trustees on March 24. 1998 this Executive Session was called to consider a Land Acquisition matter. Number of pages attached: I Date(s)of review for release: July 1998 Date of approval for release: ; " o�8- �� March 24, 1998 7:55 p.m. Land Acquisition The Village President brought the Village Board up to date on the status of the Chicago Bears' stadium development proposal. The Village President stated that he had met with the Bears' organization and subsequently reviewed potential issues with the Village Manager, Village Attorney and Mary Riordan on March 24, 1998. The Village President recommended that the Village seek the following compensation if the Bears make a formal proposal to the Village: • a guarantee of at least $4 million in revenue during the stadium's first full year of existence; • a commitment of no tax dollars from Elk Grove Village; • a limit of 10 football events per year with extra events permitted subject to Village Board approval; • a commitment to buy construction and operation materials (i.e.: lights, food, etc.) from Elk Grove companies; and • a commitment to reimburse the Village for expenses incurred to consider the Bears development proposal. The Village President also stated that the Village Board would have the option of waiving building permit fees for the project if necessary. The estimated cost of permit fees is approximately $1.3 million. The Village President stated that the next meeting with the Bears is scheduled for April 2, with Mary Riordan and George Knickerbocker. If, after that meeting, it is apparent that the Bears are sincere in their interest in Elk Grove, the Village President, Village Attorney and Mary Riordan will travel to Prince George's County, Maryland to conduct research on the development of Jack Kent Cooke Stadium. The Village Manager also recommended that the Village Board formally authorize him to retain Mary Riordan as Special Counsel to the Village Board for negotiations with the Chicago Bears. Upon further discussion, the consensus of the Village Board was as follows: • to concur with the Village President's recommendations for negotiating with the Chicago Bears; and • to appoint Mary Riordan as Special Counsel at the March 24, 1998 Village Board meeting.
