Pursuant to a duly made and approved motion and a majority vote at a regularly scheduled
meeting of the Village President and Board of Trustees on July 8. 1997 this Executive Session was
called to consider aerg matter.

Personnel
The Village President reviewed his memo of June 26, 1997 regarding
the creation of in-house legal services for the Village. The Village President's
recommendations were as follows:
Salary - $96,000 per year w/salary review on May 1
Benefits - Same as full-time employees
Sick Days - 24 days at start w/accrual of 1 day/year
Vacation - 2 weeks between September 1 and December 31, 1997
Annual of 4 weeks per year
Holiday - 8 fixed, 4 floating (floating holiday pro-rated through
12/31/97)
Reimbursements - Same as full-time employees
Retirement - Village contribution of 10.6% towards 401 (a) program
Residency - Elk grove resident by December 1998
Severance - 4 months of salary, not to exceed, 6 months of health
benefits
Meetings - Attendance at Village Board, Committee of Whole and
other meetings as requested
Retainer - $1,500/month to municipal law firm to cover in Village
Attorney absence
Upon discussion, the consensus of the Village Board was as
follows:
to offer George Knickerbocker the position of in-house Village
Attorney effective September 1, 1997; and
to authorize the Village Manager to contract Lee Garr as outside
counsel to assist in the negotiation of a labor contract for the
Village Attorney following the aforementioned conditions.
