Pursuant to a duly made and approved motion and a majority vote at a regularly scheduled
meeting of the Village President and Board of Trustees on May 18. 1999 this Executive Session was
called to consider a Personnel matter.

PERSONNEL
The Commissioners discussed the general process they follow in
developing the eligibility list for Police Officers and Firefighters:
orientation, written test (3 hours) and group interviews. The list is then
posted and when a position is available, the candidate is placed through a
medical exam, psychological test and background check.
With respect to the recent police testing, 212 persons attended the
orientation, 150 took the written test, approximately half passed the written
test and of that group, approximately half pass the group interview. It was
also noted that a job offer must be tendered before the psychological and
medical exams are administered.
Discussion took place on reasons behind the drop in the number of
persons attending the orientation. The Commission noted that the 60 credit-
hour requirement may have had a minimal effect, but that is the same
criteria used by almost all the other municipalities with whom we compete
for candidates. They further suggested that the current private sector job
market and salaries, as well as a possible dislike of the paramilitary
structure in the departments, were reasons for less interest in becoming
firefighters or police officers.
The Commissioners will be changing the order in which they process
candidates by first having the polygraph exam, followed by the medical and
psychological. As part of the medical exam, the power test (agility test) will
be administered before being sent to the academy.
Trustees expressed an interest in attending an orientation as well as
visiting an academy.
