REGULAR VILLAGE BOARD MEETING
May 24, 2016
1. CALL TO ORDER- 7:07 p.m.

2. PLEDGE OF ALLEGIANCE
3.APPROVAL OF MINUTES OF MAY 10, 2016- Motion to approve the Minutes of the
Regular Village Board Meeting held on May 10, 2016 as submitted and dispense with
the reading.

Trustee Czarnik was absent at the May 10, 2016 Village Board Meeting, therefore she
abstained from approving the Minutes.
4. MAYOR&BOARD OF TRUSTEES' REPORT - Mayor Johnson reported on the following
meetings and events:
May 12, 2016 -Taped "In the Grove" for EGTV about the summer concert series. Peter
Cetera will be performing on July 4th, LeAnn Rimes on July 12, Foreigner on July 17, and
Michael McDonald on July 26.
May 12, 2016 - met with John Wills for an update on the Busse Dam. Everything is working
well with the dam and it should resolve future flooding issues.
May 12, 2016 - Open House with the Illinois Tollway about the Elgin O'Hare. Starting July
5, 2016, tolls will be collected on the Elgin O'Hare.
May 23, 2016 - Mayor Johnson went to Springfield and the Illinois Senate officially
approved Mayor Johnson's nomination to the Tollway Board.
May 24, 2016 - Mayor Johnson presented the State of the Village address to the Elk Grove
Chamber of Commerce.
Mayor Johnson gave a presentation about the proposed O'Hare Fly Quiet Program. The Fly
Quiet Program is for night time flights only. There will be a test period beginning in early
summer to test the Runway Rotation Plan. Rotation is limited from 11:00 p.m. to 5:30 a.m.
The Suburban O'Hare Commission (SOC) hired JDA to formulate a Fly Quiet Program.
Chicago respects JDA and has agreed to test the program they formulated. Monthly data
will be collected and analyzed during the program. Feedback about the Fly Quiet Program
can be given at www.elkgrove.org/flyquiet. The Mayor asked that everyone provide
weekly feedback about the program throughout the test period. Mayor Johnson advised
that in three years it will be back to square one when the final runway is completed and the
diagonal runway is closed.
On May 28, 2016 the VFW will be conducting their annual "Buddy Poppy Day" fundraiser.
Mayor Johnson proclaimed May 28, 2016 as "Buddy Poppy Day" in Elk Grove Village and
asked that everyone support the Veterans.

Fire Chief Rich Mikel presented Mayor Johnson with a personalized "Mayor" fire helmet.
Mayor Johnson recently attended a Business Fire Academy held for Alexian Brothers
Medical Center.

Trustee Feichter and Trustee Czarnik attended the Elk Grove movie classics being
presented in conjunction with the Village's 60th Anniversary. The movie was "A Hard Days
Night" and the theatre was full. It was a very successful evening. Movie critic Patrick
McDonald was in attendance. The final three movies to be shown are Blazing Saddles,
Raiders of the Lost Ark and Jurassic Park. The movies are shown on the last Monday of the
month and tickets are one dollar.
Trustee Czarnik stated that Patrick McDonald was a good critic. He provided trivia about
the movie and fielded many questions and comments after the movie. Blazing Saddles is
the next movie to be shown on June 27, 2016.
The winners of the Frank J. Czarnik Memorial Scholarships are Hari Cheruvu, Jacob
Gehring, Baily Hornstein, Gino Piscopo, Stephanie Stanislawski and Morgan Wessel. Their
awards will be presented to them at the June 9, 2016 Elk Grove Park Board meeting.
Trustee Prochno congratulated the Elk Grove Park District on their 501h Anniversary today.
The Park District will be joining the Village in celebrating on July 17, 2016. Today they
passed out cake at the Pavilion and Hattendorf Center, and they reduced their prices at Fox
Run Golf Course, along with discounts on other programs.
Trustee Prochno attended the annual Boy Scouts pancake breakfast at Queen of the Rosary
on May 15, 2016.
The Elk Grove Farmer's Market starts on Saturday, June 4, 2016 from 7:30 a.m. to 1:00 p.m.
The Market will run every Saturday through October 15, 2016.
Raffle tickets are still available for the 60th Anniversary car raffle. A 2016 Chevy Camaro,
donated by Castle Chevrolet, is being raffled. All proceeds from the raffle will be donated to
organizations that serve the Elk Grove community.
The 19th annual Memorial Day Celebration will be taking place on Monday, May 30, 2016 at
10:45 a.m. indoors at the Park District Pavilion.
Trustee Petri stated the Daily Herald had a really nice article in the Neighbor section today
about the Elk Grove Park District anniversary.
A 60th Anniversary meeting took place on May 16, 2016. Planning is going very well.
Trustee Petri thanked Assistant Village Manager Maggie Jablonski for all of her hard work.
On May 13, 2016 Trustee Petri attended the retirement party for Rich Garchie. There were
three former Fire Chiefs in attendance.
5.ACCOUNTS PAYABLE WARRANT- Motion to authorize payment of invoices as
shown on the May 24, 2016 Accounts Payable Warrant in the amount of$965,594.43.

6. CONSENT AGENDA
a. Authorization of a request from Fraternal Order of Police, located at 901 Wellington
Avenue, Elk Grove Village, to waive the FY 2016-17 business license fees in the amount
of$50.

b. Authorization of a request from Queen of the Rosary School, located at 690 Elk Grove
Blvd., to waive the FY 2016-17 business license fees in the amount of$50.
c. Authorization of a request from Elk Grove Park District, located at 1000 Wellington
Avenue, to waive the FY 2016-17 business license fee for the June 12 Art in the Park
event in the amount of$135.
d. Authorization of a request from Prince of Peace United Methodist Church, located at 1400
Arlington Heights Road, to waive the FY 2016-17 business license fees in the amount of
$325.
e. Authorization of a request from Elk Grove Township Community Day
Care Center, located at 711 Chelmsford, to waive the FY 2016-17 business license fees in
the amount of$475.
f. Authorization to award a purchase contract off the National IPA cooperative purchase
agreement with Canon Solutions America of Schaumburg, IL to provide replacement copy
machines in the amount of$29,485.
g. Authorization to award a contract with C.C. Carthage, Inc. of Lake Zurich, IL to Furnish
and Deliver Sand and Gravel in an amount not to exceed $36,640.90 from the General
Fund and the Water-Sewer Fund.
h. Authorization of a request from the Illinois Tollway, 2700 Ogden Avenue, Downers
Grove, IL to waive building and engineering permit fees in the amount of$6,235 for work
associated with the temporary construction trailer at the Illinois Department of
Transportation's yard at 1101 Biesterfield Road.
i. Authorization to award a service contract to JG Uniforms of Chicago Illinois for the
purchase of police officer uniforms in an amount not to exceed $45,000.
j. Concur with prior authorization and waive the formal bidding procedures and award a
purchase contract to Mauritzon, Inc. of Chicago, IL for a 14 oz. Flame Resistant Athletic
Field Tarp in the amount of$48,640.00 from the General Fund.
k. Authorization to award a purchase contract to Currie Motors of Frankfort, IL in the
amount of$155,156 for the purchase of five (5) Ford Utility Interceptors.
1. Authorization to award a purchase contract through the Suburban Purchasing Cooperative
(SPC) Joint Purchasing Contract to Foster Coach Sales of Sterling, IL for the purchase of
one (1) Ford F-550 ambulance with custom Horton Body in an amount not to exceed
$210,000 from the Capital Replacement Fund.
m. Authorization to award a professional service contract to Swanson Contracting Co., Inc.
of Alsip, IL for the improvement of seven (7) railroad crossings located on Touhy Ave.,
Estes Ave., Greenleaf Ave., Lunt Ave., Morse Ave., Mark St. and Carl Blvd. in
the amount of$632,469.20 from the BLF Fund.
n. Authorization to award a professional service contract with Alliance Contractors, Inc. of
Woodstock, IL for the 2016 Crosswalk Rehabilitation Contract in the amount of
$335,448.70 from the Residential Enhancement Fund.
o. Adopt Resolution No. 16-16 entitled, "A RESOLUTION DETERMINING THE
APPROPRIATENESS FOR CLASS 6B STATUS PURSUUANT TO THE COOK
COUNTY REAL PROPERTY CLASSIFICATION ORDINANCE AS AMENDED JULY
17, 2013 FOR CERTAIN REAL ESTATE LOCATED AT 2300 ARTHUR AVENUE,
ELK GROVE VILLAGE, ILLINOIS"
p. Adopt Resolution No. 17-16 entitled, "A RESOLUTION AMENDING RESOLUTIONS
25-00, 35-00, 57-09 AND 33-10 AND AUTHORIZING THE MAYOR AND VILLAGE
CLERK TO EXECUTE A FIRST AMENDMENT TO GROUND LEASE
AGREEMENT BETWEEN THE VILLAGE OF ELK GROVE VILLAGE AND SBA

8. PLAN COMMISSION -Village Manager Rummel - No Report
9. ZONING BOARD OF APPEALS -Village Manager Rummel - ZBA Docket 16-1 is a request
for a variation as it pertains to permitted heights of fences in industrial zoning districts.
Com Ed is requesting a variance which would permit the construction of a twelve-foot-high
palisade fence along portions of the north and east property lines around the substation
located at 2065 Tonne Road. The Zoning Board recommended to "do grant" the variation.
A representative from Commonwealth Edison was present in the audience.
Motion to direct the Village Attorney to prepare the necessary documents.

10. HEALTH &COMMUNITY SERVICES - Trustee Czarnik-A Community Paint-a-Thon is
an area wide program that paints the exterior of homes for seniors or persons that are unable to
do the work themselves. There is a financial qualification and application process. Paint is
provided by Valspar Paint and the work is done by groups of volunteers on a paint day in mid-
September. Applications are due no later than June 15, 2016. Further information is available
by contacting Linda Blair at Community Services.
The Elk Grove Interfaith Council is once again sponsoring the Walk for Your Neighbor program
beginning on Memorial Day and running through Labor Day. The intent of the program is to
raise funds for the Elk Grove Housing Fund, which provides emergency assistance to residents.
The walk consists of a commitment by individuals or groups to get out and move. The walker
can pledge an amount for themselves or solicit donations from others. Further information will
be available in the Village Newsletter or contact Community Services.
11. RECYCLING&WASTE COMMITTEE - Trustee Feichter-The Village will be hosting an
electronic recycling and document destruction event on Saturday,June 4, 2016 from 9:00
a.m. to 12:00 p.m. at the Oakton Street Fire Station.
12.YOUTH COMMITTEE -Trustee Franke - The Youth Committee will be meeting in
Executive Session on Saturday, May 28, 2016 at 10:30 a.m. to pick the recipients of the
Youth Committee Scholarships. Scholarships will be presented at the June 21, 2016 Village
Board meeting.
13. BUSINESS LEADER FORUMS - Trustees Lissner/Petri - Item 6m. on the Consent
Agenda addresses the railroad crossings that have been on the Business Leader Forums
Agenda for some time. Nine railroad crossings will be worked on between June 6, 2016
and August 8, 2016. Each crossing will take approximately five days. The BLF will be
meeting tomorrow morning at 11:00 a.m.
14. CABLE TELEVISION COMMITTEE - Trustees Lissner/Petri -Trustee Lissner stated he
has been told that EGTV is now available on AT&T. It will be confirmed at the next Village
Board meeting if this is true.
15. INFORMATION COMMITTEE - Trustee Prochno - No Report
16. PARADE COMMITTEE -Trustee Czarnik- The 60th Anniversary Parade is taking place
on Saturday,June 18, 2016 at 5:00 p.m. The theme is "Celebrating Yesterday,Today and
Tomorrow." Six couples are also celebrating their 60th Anniversaries and are going to be
the Grand Marshals of the parade. The sixth couple to be announced is Joe and Jan Cimino.
They were married on February 4, 1956 and moved into the Village in 1965. Their first
home was on Brantwood Avenue, then in 1974 they moved to Leicester and in 1996 to
Versailles,where they currently reside. They have four children, Steve lives in
unincorporated Elk Grove, Mary in Elk Grove,Joe in Glenview and Tom in Prospect Heights.
Together with Joe and Jan, Fred and Pauline Kugas, Donald and Rosemary Kauth, Richard
and Lillian Zurawski, Bert and Nancy Clarbour, and Gerry and Fran O'Connel are the Grand
Marshals.

Trustee Czarnik thanked sponsors,A&H Plumbing, Berthold's Gift&Garden, Chicago Offset,
Cristaux International, Crosstown Electric, Grove Memorial Chapel, GOA Regional Business
Association,Jerry Castle &Son Hi Lift Inc., and the Sign Centre.
The next Parade Committee meeting is Monday,June 6, 2016 at 5:30 p.m.
17. PERSONNEL COMMITTEE - Trustee Franke -The Personnel Committee will be
meeting in Executive Session on May 27, 2016 at 12:00 p.m. in the Trustee Conference
Room to conduct an exit interview.
18.JUDICIARY, PLANNING AND ZONING COMMITTEE -Trustee Lissner- No Report
19. CAPITAL IMPROVEMENTS COMMITTEE -Trustee Petri - No Report

21. MID-SUMMER CLASSICS CONCERT SERIES UPDATE - Mayor Johnson -July 4th will
feature Peter Cetera, LeAnn Rimes on July 12, Foreigner on July 17, and Michael McDonald
on July 26.

Memorial Day Celebration on Monday, May 30, 2016 at 10:45 a.m. inside at the Pavilion.
