Pursuant to a duly made and approved motion and a majority vote at a regularly
scheduled meeting of the Village President and Board of Trustees on 09/14/99 this
Executive Session was called to consider a Personnel matter.

PERSONNEL
The Village Manager reported that Police Commander Michael Lebert will be promoted
to the Deputy Chief position left vacant by Steve Schmidt's promotion to Police Chief.
The Village Manager explained that the existing pool of commanders do not have college
degrees, but over the coming years Police supervisory staff will be encouraged to
complete degree requirements. The Board discussed the college degree requirement for
the Police Chief and Deputy Chief positions and the desire for internal promotions in the
Police Department.
