The Village Manager reported Firefighter Carla Penn has filed three legal claims
involving the Village for unfair labor practice, suspension without pay grievance, and a
human rights charge.
The Village Manager explained an arbitrator may make a decision in F/F Penn's favor in
the human rights case. He further explained that F/F Penn is willing to drop her claims if
the Village compensates her for lost pay during her suspension and withdrawal of the
written reprimand from her personnel file. Based on expenses incurred thus far in
defending these claims, as well as anticipated costs, the consensus of the Board was to
not pursue this matter further, and accept F/F Penn's proposal, with an attempt to keep
the written reprimand in her file for a 1-2 year period, rather than 6 months.
The meeting adjourned at 7:00 p.m.
