Pursuant to a duly made and approved motion and a majority vote at
a regularly scheduled meeting of the Village President and Board of
Trustees on 1/26/93 this Executive Session was called to consider
a personnel matter.

PERSONNEL
The Village Manager reported that the Village hada hearing
on November 12, 1992, on an Unfair Labor Practice charge brought
by the IAFF.
The Hearing Officer who heard the case has since retired. As
a result a new hearing officer has been appointed to the case.
The Illinois Public Labor Relations Board has given the
Village several options:
1) Waive our right to a re-hearing on the case and have the
new Hearing Officer review the transcripts from the
November hearing to reach a decision; or
2) Hold a new hearing.
It was noted that the IAFF has waived its right to a new
hearing.
The consensus of the Board was:
I) to have our Labor Attorneys ascertain from the
Illinois Public Labor Relations Board if the
Village can make a 10 to 15 minute
presentation with the new Hearing Officer to
discuss relevant facts of the case before reviewing
the transcripts; and
2) to waive the right to a re-hearing (regardless of
whether the request for an audience is granted) .
If the parties cannot present their case, then proceed
with the review of the transcripts.
The meeting adjourned at 7:25 p.m.
