Pursuant to a duly made and approved motion and a majority vote at
a regularly scheduled meeting of the village President and Board of
Trustees on September 28, 1993, this Executive Session was called to
consider a litigation matter.

LITIGATION
The Village President informed the Board that an ordinance
has been drafted to enable the Village to declare residential,
commercial or industrial areas as blighted areas. This ordinance
can apply to the Grove Mall . Once adopted, public hearings will
need to be held to declare the property blighted and to obtain a
developer for the redevelopment .
In addition, a letter has been prepared requesting Jewel to
relinquish their lease on the Jewel site. If the Jewel does not
freely relinquish the lease, condemnation proceedings will be
started immediately.
The consensus of the Committee was as follows:
-- To adopt the "Blighted Area" ordinance at the October
12 Village Board meeting;
-- to send the letter to Jewel on October 4 requesting the
Village President to meet with Jewel sometime after
October 12; and
-- to consider including Citgo gas station in the blighted
area to ensure that their development plans are
in conformance with the redevelopment of the
Grove Mall .
