Pursuant to a duly made and approved motion and a majority vote at
a regularly scheduled meeting of the Village President and Board of
Trustees on March 22, 1994 this Executive Session was called to
consider a litigation matter.

LITIGATION
The village President indicated the need for an agreement
with Quick Mart (Citgo) that would exclude Citgo from the blight
area of the Grove Mall prior to possible condemnation proceedings
by the village. The agreement would contain provisions that
would require Citgo to be architecturally compatible with the
renovated Grove Mall .
