Pursuant to a duly made and approved motion and a majority vote at
a regularly scheduled meeting of the Village President and Board of
Trustees on August 9, 1994 this Executive Session was called to
consider a personnel matter.

PERSONNEL
Discussion took place on deductions from certain
firefighter paychecks for health insurance benefits
retroactive for the FY 1992-95. The Illinois State Labor
Relations Board (ISLRB) indicated that such deductions are
improper. However, it is the Labor Attorney's opinion that
the wage increase retroactive to May 1, 1992 and health
benefits deduction should be considered on the same basis.
The Union has indicated that if the Village tries to
litigate this issue the Union will litigate the manner in
which interest was calculated on the retroactive pay. It was
noted that the ISLRB is requesting the Village to submit a
position statement on the health benefit deduction issue by
August 15 . It is possible that the ISLRB may change their
mind on the propriety of the deductions based upon our
position statement.
The consensus of the Board was to have the Labor Attorney
prepare a position statement and submit to the ISLRB.
Consideration on whether to litigate this issue will be based
on the ISLRB 's decision.
